Subject: Amendment to Engeo On-Call Geotechnical Engineering Services Agreement

Adopt a resolution authorizing the President of the Board to execute an amendment to the agreement with Engeo to provide on-call geotechnical engineering services for the Project Development Unit increasing the agreement by $2,000,000 for a not to exceed amount of $3,500,000 and extending the term two years through October 16, 2022.

BACKGROUND:
In January 2017, the Project Development Unit (PDU) was formed to oversee and manage ground-up construction performed by the County of San Mateo. Multiple large County capital projects are underway which will require intensified PDU operations for serval years. To appropriately manage these critical and complex projects, the PDU requires substantial support from specialized consultants, including geotechnical engineering services consultants, who conduct, among other things, geohazards investigation, geotechnical/seismic investigations, soils testing, foundation design review, and geotechnical construction observation.
DISCUSSION:
Following a Request for Proposals, the County selected Engeo as a provider of geotechnical engineering services. On October 17, 2017, this Board authorized an agreement with Engeo in an amount not to exceed $600,000 with an expiration date of October 16, 2020. On May 30, 2019, this board authorized an amendment to the agreement which included an increase in the amount available for task orders by $900,000 for a revised total amount not to exceed $1,500,000.
The proposed Amendment to this agreement will include an increase in the amount available for task orders by $2,000,000, to accommodate, inter alia, substantial geotechnical engineering services scope required for the Cordilleras Mental Health Campus Project, for a revised total amount not to exceed $3,500,000.
The Resolution contains County standard provisions authorizing the PDU Director to approve amendments to the Agreement increasing the County fiscal obligations by a maximum of $25,000 (in aggregate), as well as to modify the agreement term, conditions, and scope of work, within the fiscal limits established by the Board.
County Counsel has reviewed and approved the Resolution and Amendment as to form.
FISCAL IMPACT:
The value of the proposed amendment is $2,000,000 with a revised not to exceed amount of $3,500,000. The cost of the contract will be funded by the budgets for the individual projects to which the consultant is assigned. There is no impact to Net County Cost.
