Adopt a resolution authorizing the Director of the Human Services Agency to execute an amendment to the agreement for the acceptance of Lifeline Transportation Program funds from the Metropolitan Transportation Commission in the amount of $60,000, extending the term of the agreement through December 13, 2021.

BACKGROUND:
Metropolitan Transportation Commission (MTC) is a government agency responsible for planning, financing, and coordinating transportation for San Francisco and Bay Area Counties and provides the Lifeline Transportation Program (LTP) Grant. Through its LTP, MTC demonstrates its commitment to ensuring mobility options for all residents.
The LTP Grant funds projects improving mobility and accessibility in low-income communities and addresses gaps or barriers identified through community-based transportation plans or other substantive, collaborative, and inclusive planning efforts involving focused outreach to low-income populations.
On January 15, 2015, MTC awarded an LTP Grant to San Mateo County Human Services Agency (HSA) in the amount of $60,000. On December 31, 2017, the MTC amended and extended the grant to continue to December 13, 2019. HSA requested an additional extension from MTC in order to continue and serve more clients with transportation services. MTC accepted and extended the grant to December 13, 2021.
DISCUSSION:
The LTP Grant provides for taxi voucher services for HSA and our participating partner agencies' clients, including low-income and homeless individuals and families in emergency situations that arise when the individual or family’s normal mode of transportation is unavailable.
HSA’s agreement with MTC expired on December 13, 2019. MTC has agreed to amend the agreement, extending its term until December 13, 2021. The amount of the MTC grant pursuant to the agreement, however, will remain the same at $60,000.
Since the program began in FY 2015-16, 1,553 taxi trips have been provided to eligible low-income and homeless clients. The average cost per taxi ride has been $47.59 since the program began. With this grant extension, the remaining grant funds can continue to be utilized to support client transportation needs through December 2021. HSA is expecting LTP to continue to serve 400 clients per year should the Board authorize the execution of this amendment to the agreement.
County Counsel has approved the amendment and resolution as to form.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

FISCAL IMPACT:
The term of this amended Agreement is from January 16, 2015 through December 13, 2021. This amended Agreement is funded 100% by the MTC/LTP fund and there is no change to the amount in the grant. There is no net County cost.
