RECOMMENDATION:

title

Adopt a resolution authorizing an amendment to the agreement with the California Department of Public Health to provide HIV Prevention services, extending the term by two months through July 31, 2024, and increasing the amount of the agreement by $82,981 to an amount not to exceed $282,134.

body

BACKGROUND:

The San Mateo County Public Health STD/HIV Program provides HIV education, counseling, and testing; linkage to care and treatment; retention and re-engagement in care; and partner and prevention services to County residents. These services are funded by a grant issued by the Centers for Disease Control and Prevention, which is administered by the California Department of Public Health (CDPH).

HIV Prevention funding offsets the cost of hiring 1.59 full-time employees performing HIV Prevention-related activities.

In January 2023, Public Health Policy, and Planning (PHPP) entered into an agreement with CDPH to provide HIV Prevention services for the term of January 1, 2023, through May 31, 2024, in an amount not to exceed $199,153.

DISCUSSION:

CDPH is now extending the agreement by two months through July 31, 2024, and increasing the grant award by $82,981. PHPP is requesting this Board to approve an amendment that would increase the agreement amount to an amount not to exceed $282,134.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The amendment and resolution have been reviewed and approved by County Counsel as to form.

It is anticipated that of all encounters with high-risk residents in field testing, 63% will result in an HIV test being completed for the resident.

This amended agreement is entirely funded through the HIV Prevention grant. Funds have been included in the FY 2023-24 Recommended Budget. There is no Net County Cost associated with this amendment.
