Recommendation for reappointments to the San Mateo Health Commission, each for a 4-year term effective January 1, 2025 through December 31, 2028:

 

A)                     Ligia Andrade Zúñiga, representing Public Beneficiary for a third term; and

 

B)                     Clancy Si France, M.D., representing Business Community, for a second full term.

BACKGROUND:

The San Mateo Health Commission negotiates exclusive contracts with the California Department of Health Care Services to arrange for the provision of health care services to qualifying individuals.

 

DISCUSSION:

Ligia Andrade Zúñiga began serving on the commission in January 2017 and is being recommended for a reappointment for a third full term. Clancy Si France began serving a partial term in July 2017 and is being recommended for reappointment for a second full term. Upon approval, each reappointment reflects a 4-year term effective January 1, 2025 through December 31, 2028.

 

Ligia Andrade Zúñiga’s lived experience as a person with a disability, and as the daughter of parents who immigrated from Central America, drives her passion to represent underserved and underrepresented individuals in the community. She currently serves on the San Mateo Union High School District Board of Trustees, California state Independent Living Council, San Mateo County Public Authority Advisory Committee, and the North Peninsula Chapter of the ACLU. Ligia is also the Interim to Executive Director at the Center for Independence of Individuals with Disabilities.

 

Si France is a physician entrepreneur who resides in Menlo Park. He is the founder and CEO of Welbe Health, a mission-driven, value-based organization founded by doctors. WelbeHealth helps seniors thrive and live longer with greater connection, vitality, and meaning. He was also the founder and CEO of GoHealth, which operates urgent care centers in collaboration with leading health systems across the country, delivering best-in-class quality and patient experience. Prior to that, Dr. France worked for McKinsey & Company, advising major health systems in the U.S. and internationally on long-term strategy, financial sustainability, business model innovation, and operational improvement.
