Adopt a resolution authorizing:
A) The adoption of the plans and specifications, including conformance with prevailing wage scale requirements, for the Memorial Park Wastewater Collection System Replacement Project at Memorial County Park; and
B) The Director of the Parks Department to call for sealed bids to be received by Wednesday, October 14, 2020 at 2:00 pm at the office of Capital Program Management, Inc.

BACKGROUND:
The existing wastewater collection system at Memorial County Park (“Memorial Park”) was constructed circa 1965, and consists of approximately 9,650 linear feet of gravity-fed sewer collection pipes and 56 manholes. These facilities have exceeded their useful life. In many segments, the pipes have corroded, been infiltrated by tree roots, and/or developed sags that impact system operations. For this reason, the Parks Department (“Department”) has had to commit significant staffing and financial resources in recent years to maintaining the system and ensuring that no backups or leaks occur.
On January 10, 2017, your Board adopted Resolution No. 074982, which authorized an agreement with Hydroscience Engineers, Inc. for the delivery of various services, including a condition assessment of the wastewater infrastructure at Memorial Park; field surveys; geotechinical investigations; environmental analysis and permitting requirements (California Environmental Quality Act compliance); and a feasibility study regarding the overhaul of Memorial Park’s wastewater treatment plant and collection system.
Hydroscience Engineers, Inc.’s feasibility study determined that the park’s existing wastewater collection system was obsolete, and that the entire system should be upgraded. On December 23, 2019, the Department contracted with Sherwood Design Engineers to prepare engineered designs for a new wastewater collection system, to provide permitting assistance, and to provide construction management oversight. Through a Department contract, the project has been managed by Capital Program Management, Inc. (“CPM”), a construction management firm, with direct oversight by the Department and with additional support from the County’s Department of Public Works (“DPW”). CPM’s scope includes management of all phases of the project from pre-construction bidding assistance through project closeout.
DISCUSSION:
The Memorial Park Wastewater Collection System Replacement Project (“Project”) entails the overhaul of the existing obsolete wastewater collection system at Memorial Park. The new wastewater collection system will consist of 5,340 linear feet of High-Density Polyethylene (“HDPE”) pipe and 34 manholes and cleanouts. Reducing the total linear footage of the wastewater collection system will enable the Department to more efficiently and effectively maintain the system and to dedicate more time and resources to providing direct visitor services. The use of HDPE pipe greatly reduces the likelihood of tree root and groundwater intrusion because the HDPE pipes are seamlessly welded together. This will benefit both the collection system and the new wastewater treatment plant, a project currently managed by DPW.
Construction will be completed using Horizontal Directional Drilling technology. This method of construction uses a GPS-guided subsurface drill to ensure optimal slope for the gravity fed wastewater collection system. Importantly, this leads to fewer environmental impacts than more traditional open-trenching techniques because there is significantly less tree root damage and the system can follow a more direct path.
Due to the COVID-19 pandemic and the associated social distancing and gathering guidelines, the Department recommends that all sealed bids be received at the office of CPM and publicly opened via an online format. This task and method are services included in the existing contract between the Department and CPM.
Pending the Board’s approval of this recommendation, the Department anticipates awarding a contract for the proposed work in November 2020. This will allow construction to commence in December 2020 and conclude by March 2021. This schedule aligns with Memorial Park’s planned reopening, scheduled for May 2021.
Plans and specifications have been reviewed and approved by Department staff, DPW staff, and the CPM firm. The Department is recommending that your Board adopt these plans and specifications and authorize the Parks Director to advertise and call for sealed bids for the proposed work.
County Counsel has reviewed and approved the resolution as to form.
FISCAL IMPACT:
The total estimated construction and construction management costs for the Project are $1,548,905. There is sufficient funding for this Project in the Department’s FY 2020-21 Approved Recommended Budget and sufficient funding will be included in the Department’s FY 2020-21 Adopted Budget.
There is no Net County Cost associated with adopting this resolution.
