BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 3 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 3 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to HOPE: Healing, Overdose Prevention, and Education, and resulting grant agreement, in an amount not to exceed $10,000, to provide installation of Narcan dispensers in San Mateo County. The County Executive’s Office will administer and manage the proposed agreement.
District 3 indicates that this organization has not previously received Measure K district-discretionary funding.
HOPE: Healing, Overdose Prevention, and Education is a nonprofit based in Pacifica and was founded in March 2024 by Clarence and Rondel Davis after the loss of their son Tyler to a fentanyl overdose. The mission of the organization is to empower and educate the community to prevent overdose deaths, support healing and address addiction. The organization achieves this through distribution of Narcan, awareness events, partnerships with local businesses to install publicly accessible Narcan dispensers and providing residents the knowledge and tools to prevent overdoses.
Narcan (Naloxone) is a lifesaving medication that reverses the effects of an opioid overdose. According to the US Centers for Disease Control and Prevention, in 2023 there were an estimated 107,543 drug overdose deaths in the US. Of those, 81,083 involved opioids. In 2023, San Mateo County documented 85 opioid related deaths. While still high, it represents a 20% decrease from the prior year’s 107 opioid related deaths, in large part due to the ability to access and quickly administer Narcan.
Access to and quick application of Narcan during an opioid overdose can save lives and the installation of Narcan vending dispensers is an effective prevention technique. Installing them at various locations throughout the county will allow laypeople to access this life saving tool in the minutes before a first responder arrives on scene. There are very few Narcan dispensing machines installed in San Mateo County, and this project is meant to complement and not duplicate existing points of access.
This district-discretionary grant to HOPE will be used to purchase Narcan dispensing devices for targeted businesses within San Mateo County’s third supervisorial district and HOPE will work with interested businesses to install the devices. HOPE will be responsible for their ongoing maintenance, ensuring that they are well-stocked and functioning properly. Dispensers cost approximately $300-$500 each, depending on the specific model needed for each business, and will be strategically placed in locations that are accessible 24/7 and anonymous, such as pharmacies, health clinics, libraries, cannabis dispensaries, tobacco retailers, college campuses, transit hubs, hotels, and bars. Individual units of Narcan (Naloxone) are provided free of charge from the Naloxone Distribution Project, a state-funded program through the California Department of Public Health.
District 3 has informed the grantee organization this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.
The project or services funded by this district-discretionary grant will be implemented or provided from August 26, 2025, through June 30, 2026, and is estimated to be completed by June 30, 2026.
Total Measure K Request: Not to Exceed $10,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein.
