BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year Fiscal Year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects.

The County Executive recommends that each of the five Districts contribute a portion of their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the County Executive requests that the grant be made as an up front, rather than reimbursement, payment, in order to facilitate successful hosting of the Pride event.  This recommended payment structure requires Board approval because the criteria for district-discretionary Measure K funds provide for reimbursement payments.  The Board may approve this exception to the criteria by adopting the resolution.

The County Executive indicates that the grantee organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. The County Executive indicates that the Board members, their family members, and their staff do not serve as an officer or director of the grantee organization and do not play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to StarVista, acting as the fiscal sponsor of the Pride Center, and resulting grant agreement, in an amount not to exceed $37,500 to support the 12th Annual San Mateo County LGBTQIA+ Pride Celebration and Parade (including the cost of advertising, marketing, and entertainment, as well as the support for the Second Annual SMC Pride Parade).  The County Executive’s Office will administer and manage the proposed agreement.

Star Vista is a 501(c)(3) non-profit corporation that provides services through counseling, case management, skill development, and crisis prevention to children, youth, adults, and families in San Mateo County, utilizing a strength-based, holistic approach, guided by a commitment to diversity, equity, and inclusion.  The San Mateo County Pride Center is a program of Star Vista, and Star Vista serves as the Pride Center’s fiscal sponsor for the SMC Pride Initiative.

This district-discretionary grant, if made, will be used to fund the following project or services:

 

The 12th Annual San Mateo County LGBTQIA+ Pride Celebration is being hosted by the San Mateo County PRIDE Initiative in collaboration with San Mateo Park and Recreation, the San Mateo County Pride Center, Outlet Adolescent Counseling Services, the San Mateo County LGBTQIA+ Commission, San Mateo County Behavioral Health & Recovery Services - Office of Diversity & Equity, and multiple community partners.

The San Mateo County Pride Initiative strives to foster a welcoming environment for LGBTQIA+ communities living and working in San Mateo County.

The SMC Pride Celebration will take place on June 8, 2024 from 11:00 a.m.-5:00 p.m. at Central Park in San Mateo. This event and community gathering, which will be open to all members of the public, will recognize and celebrate the LGBTQIA+ community’s contributions and promote a sense of belonging and connection for our LGBTQIA+ community.  Attendees will receive countywide resources and assistance in connecting to services, including behavioral health resources and supports to combat loneliness and feelings of a lack of connection to the larger community.

The County Executive has informed the grantee organization that this grant (if approved) is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization would use the Measure K grant as follows:

Support costs incurred to host the 12th Annual San Mateo County LGBTQIA+ Pride Celebration, including for promotion and entertainment.

Total Measure K Request: Not to Exceed $37,500

The release of funds will be contingent on the Board’s approval of this grant as well as the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

EQUITY IMPACT:

By recommending funding for the Pride Celebration, the County acknowledges and affirms the importance of creating spaces where all individuals, regardless of sexual orientation or gender identify, feel seen, heard, and valued. In addition, funding the Pride Celebration is not only a symbolic gesture of support but a tangible commitment to advancing equity, diversity, inclusion, and belonging within the County.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
