BACKGROUND:

The consultant selection procedures in the County of San Mateo’s Administration Memorandum B-1 and Contract Handbook were used to select contractors for the On-Call Sanitary Sewer Inspections Agreements. The request for statement of qualifications (RFSQ) process matrix describing the process and selected firms is attached as Exhibit A.

 

On June 10, 2025, this Board adopted Resolution No. 081238, approving and recertifying the Sewer System Management Plan (SSMP) in accordance with the California State Water Resources Control Board (State Water Board) Statewide Waste Discharge Requirements General Order for Sanitary Sewer Systems WQ 2022-0103-DWQ (Order).

 

DISCUSSION:

The County of San Mateo Department of Public Works (Department) provides sewer collection services to businesses and residents across 10 Maintenance and Sanitation Districts (Districts) within unincorporated San Mateo County. The State Water Resources Control Board Waste Discharge Requirement General Order WQ 2022-0103-DWQ require the Districts to perform regular visual and CCTV inspection of manholes and sewer pipes. The on-call sanitary sewer inspection contractor will support the County’s ongoing sanitary sewer system inspections, condition assessments, maintenance planning, and regulatory compliance efforts, including compliance with the County’s SSMP.

 

The Department’s in-house wastewater collection staff are responsible for routine sewer system cleaning, preventative maintenance, emergency response, and day-to-day operations of the County Maintenance and Sanitation Districts. While County staff performs cleaning activities that prepare sewer lines for inspection, they do not have the dedicated resources or staffing capacity necessary to complete the comprehensive inspection program required under the SSMP. Outsourcing CCTV inspection services allows County staff to remain focused on core maintenance and operational responsibilities while ensuring required inspection work is completed efficiently, without impacting essential routine activities.

 

Retaining on-call contractors enables the Department to assign work by sewer district, sewer basin, priority area, or other operational grouping as determined by District staff. The Contractor will coordinate CCTV inspection activities with the County’s sewer cleaning program and schedule. County sewer maintenance crew will perform routine cleaning of the sewer system as part of the regular maintenance program and the Contractor will generally complete the CCTV inspection within 30 days of the cleaning activities. Coordinating inspections within this timeframe helps ensure the sewer mains remain in suitable condition for inspection, minimizes the need for additional cleaning prior to CCTV inspection, and reduces overall project costs by avoiding duplicate maintenance activities.

 

Proposals were solicited from contractors with expertise in sanitary sewer inspection services as outlined in Exhibit A. The RFSQ was advertised in the newspaper and the County’s eProcurement system OpenGov. The Department received and reviewed five (5) submitted statements of qualifications. Based on the results of the review, the Department is recommending that the firms listed in Exhibit A be retained to provide on-call sanitary sewer inspection services. The service agreements are for maximum amount of $1,000,000 each.

 

The term of the agreements will be for three (3) years from October 6, 2026 through October 5, 2029 with one option to extend the agreements up to two (2) additional years, if needed.

 

The County Attorney has reviewed and approved the Resolution and Agreements as to form.

 

COMMUNITY IMPACT:

These agreements will support necessary inspection and condition assessment of sanitary sewer infrastructure within the County Sewer Maintenance and Sanitation Districts, helping maintain system reliability, identify needed maintenance and repairs, and protect public health and the environment.

 

FISCAL IMPACT:

The maximum fiscal obligation for each agreement is $1,000,000. Funds to pay for the assigned work will be from the budgets associated with the applicable County Sewer Maintenance and Sanitation Districts.

 

There is no impact to the General Fund.
