BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to City of San Mateo, and resulting grant agreement, in an amount not to exceed $51,224.01, to provide “Emergency Management Concepts” training to first responders. The County Executive's Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On June 13, 2023, the Board of Supervisors approved $110,840 in district-discretionary Measure K funds to City of San Mateo for public service announcements related to pedestrian safety and distracted driving by the San Mateo Police Department.
This district discretionary grant will be used to fund the following project, or services:
Funding would allow the City of San Mateo (City) to host the California Specialized Training Institute's (CSTI) Emergency Management Concepts (EMC) 4-day, 32-hour course. The course will focus on providing staff from the San Mateo Consolidated Fire Department (SMCFD) and the cities of San Mateo, Belmont, and Foster City with intensive, hands-on emergency preparedness training. The cities currently share emergency operations through SMCFD, and this grant provides an opportunity for creating efficiency and synergy.
In moments of crisis, having a prepared workforce is vital to the community. The EMC course will allow staff to learn essential emergency management concepts, enhance their practical skills to effectively work in Emergency Operations Centers (EOCs), and gain mastery of EOC operations. Participants will be given a specific role in the EOC and engage in hands-on learning through exercises and functional simulations, equipping them with the skills/strategies needed to seamlessly activate and commence operating an EOC.
CSTI is a reputable initiative from the California Governor's Office of Emergency Services (Cal OES). The City will contract with Cal OES to provide the course. This grant will cover all direct CSTI expenses for holding the course in San Mateo, including costs to have a full instructor team teach staff and provide detailed guidance and support for each section and position within the EOC, as well as refreshments for program participants.
This district-discretionary grant will enable the organization to meet the following need or service gap within the County: hands-on emergency preparedness training for first responders.
District 2 has informed the grantee organization this grant is a one-time only award, and the grantee organization will need to find other sources of funding going forward.

The project or services funded by this district-discretionary grant will be implemented and provided December 8 - 11, 2025. The project is estimated to be completed by December 31, 2025.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
This project ensures that emergency management staff are better prepared to protect populations who are vulnerable in many emergency situations including natural disasters, such as seniors, low-income residents, people with disabilities, and non-English speakers. By strengthening regional coordination and response capacity, the training helps ensure that lifesaving resources and communication reach those most in need during emergencies.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
