BACKGROUND:

In 1998, JCI access control system was selected through a Request for Proposals (RFP) process conducted by the Sheriff’s Office to provide an increased level of security for County facilities and a safe environment for employees and visitors.

 

As part of the County's overall security plan, the system was initially installed in the Hall of Justice to provide a secure and safe environment for employees and visitors. JCI Cardkey Security System has since been expanded to include most County facilities.

 

On June 11th, 2024, the County, through adopted Resolution No. 080408, acquired the real property described as 1500 & 1510 Fashion Island Boulevard (Fashion Island), located within the City of San Mateo, with the purpose of providing needed administrative, executive, and professional offices for Human Services Agency (HSA) programs.

 

DISCUSSION:

The current access control system installed in other HSA buildings is provided and maintained by JCI. To ensure effective interoperability with existing controls and efficiency for maintenance and use, HSA recommends an agreement with JCI for the Fashion Island facilities.

 

Because no other firm exists that can ensure the same engineering, programming, products, methods, warranty continuity, and integration, HSA recommends the RFP process be waived.

 

The County Attorney has approved this resolution and agreements as to form. ISD has reviewed and approved this agreement.

FISCAL IMPACT:

The term of this Agreement is March 1, 2025 to February 28, 2026. The amount of the Agreement is not to exceed $320,103 for the three-year period.  Funding is included in the Human Services Agency’s FY 2024-25 Adopted Budget. There is no Net County Cost associated with this item.
