Recommendation for appointments to the Housing and Community Development Committee:
A) Shannon Bergman, representing Public At-Large member, for an initial partial term ending December 31, 2022; and
B) Richard Beadle, representing Coastside member, for an initial partial term ending December 31, 2020.

BACKGROUND:
The Housing and Community Development Committee (HCDC) makes recommendations to the Board of Supervisors related to the expenditure of all housing and community development funds, and reviews and provides a forum for public comment on affordable housing and community development needs and priorities related to the development of the Consolidated Plan and related Annual Action Plans.
DISCUSSION:
Shannon Bergman is being recommended to serve for an initial partial term formerly held by Roderic Walton, who resigned mid-term due to moving out of the County. Richard Beadle is being recommended to serve an initial partial term for a seat formerly held by Elaina Cuzick who resigned mid-term.
Shannon Bergman has an extensive background in planning, as a past member of the San Carlos Planning Commission and the San Carlos Residential Design Review Committee. She also has an impressive career in technology operations, including her time in the US Army as a satellite technician). Her academic background includes a doctoral dissertation on urban poverty from Pepperdine University that includes research on how low-income housing can revitalize individuals and families through viable housing. This combination of talents and interests will make Shannon Bergman a particularly valuable member of the Housing and Community Development Committee.
Richard Beadle is a Montara resident who has an MS degree in Urban Policy and Management from the New School in New York and a BA in politics from UC Santa Cruz. He has expressed his interest in developing affordable housing solutions being involved in other community development needs in San Mateo County, particularly along the Coastside. His combination of educational background and personal enthusiasm are excellent factors in his ability to be an effective member of the HCDC.
