BACKGROUND:

The City of Napa Police Department, representing Napa County law enforcement, criminal justice, and community partners of the Napa County Community Corrections Partnership, has requested to enter into an agreement with the Northern California Regional Intelligence Center (NCRIC) through the San Mateo County Sheriff’s Office for the services of one (1) full-time crime analyst.   The City of Napa Police Department determined that contracting for the services of a crime analyst would provide Napa County with the most impact of a high-skilled analyst, partly due to the resources, training and reach back capabilities of personnel assigned to the NCRIC.  The City of Napa Police Department has developed this resource and requested the services of a crime analyst to review, organize, assess, analyze, link and generate actionable intelligence information from existing county-wide programs and data systems.  The crime analyst will perform data searches, conduct bulk data analysis and identify emerging crime trends, as well as prolific offenders, high-risk offenders and crime locations, and those offenders that pose a threat to the community’s public safety or quality of life.  The crime analyst will assist in problem-solving using already existing resources within law enforcement, mental health services, substance abuse treatment, homeless outreach, and diversion programs.   Finally, the City of Napa Police Department, in conjunction with their partner agencies, will engage in the all-crimes, all hazards mission of the NCRIC through suspicious activity reporting and information sharing, providing the entire county with an increased awareness of criminal intelligence, and potential terrorist activity in the County of Napa.  

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to accept the agreement with the City of Napa Police Department to fund the salary and benefits of a San Mateo County crime analyst, for a term commencing January 21, 2020 through June 30, 2022, in an amount not to exceed $451,379.  The NCRIC will assign the crime analyst to the City of Napa Police Department and their duties will include generating, collecting, vetting and analyzing all Napa County Suspicious Activity Reports, providing case support to the Napa County Major Crimes Task Force and providing law enforcement, criminal justice, and community partners with actionable intelligence on criminal offenders, high-risk crimes and locations for the purpose of addressing problem people and places for the safety of the community at large.    

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

FISCAL IMPACT:

The agreement is for a term commencing January 21, 2020 through June 30, 2022, in an amount not to exceed $451,379.  All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds.  There will be no Net County Cost incurred.
