BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 3 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 3 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to Filoli Center (“Filoli”), and resulting grant agreement, in an amount not to exceed $10,000, to support Filoli’s youth programs during academic year 2024-25. The County Executive’s Office will administer and manage the proposed agreement.

District 3 indicates that this organization has not previously received Measure K district-discretionary funding.

Filoli is a 654-acre estate in Woodside established in 1975 as a nonprofit organization and site of the National Trust for Historic Preservation. Filoli is dedicated to highlighting local history and nature education. Filoli’s youth programs, which began as a pilot offering in Fall 2021, now provide regular access to nature for approximately 1,000 Bay Area children from low-income communities, with over 200 children served in District 3 alone.  Filoli partners with youth organizations for a series of three educational field trips throughout the academic year. Since the program's inception, Filoli's partnerships have grown to serve 16 under-resourced schools and community groups, expanding STEM and nature education beyond the classroom, and creating social connections to nature and agriculture.  Hiking, gardening, and tasting fruits and vegetables off the vine are highlighted activities. 

Filoli identifies program partners through nonprofit organizations, and Title I schools in San Mateo County. Program partners serving youth in District 3 include Peninsula Bridge, Peninsula Family Services and La Honda Pescadero Unified School District. This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: providing low-income youth from preschool to high school age with nature education.

District 3 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant to fund the following project or services: support Filoli’s youth programs during the academic year 2024-25 by paying for private bus transportation for low-income and underserved children who live in San Mateo County District 3 who are visiting Filoli to participate in youth programs (to reduce the geographic barrier of Filoli’s remote location which is not very close to public transit options); staff time for an outreach coordinator and program manager to work for three hours for each of the three educational field trips during the year; nature books such as The Ugly Vegetables and All the Water in the World and consumable supplies for science and art projects; and all youth program participants receive free household membership.

The project or services funded by this district-discretionary grant will be implemented or provided during the academic school year, from September 2024 through May 2025 and is estimated to be completed June 30, 2025.

Total Measure K Request: Not to Exceed $10,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
