BACKGROUND:

In December 2025, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals (RFP) seeking proposals from qualified providers to provide Alcohol, Tobacco, and Other Drug Prevention and Program Evaluation Services. Proposals were submitted to provide one or more of the following services: 1) Tobacco Prevention Program (TPP), 2) Alcohol and Other Drugs (AOD) Prevention Program, and 3) Evaluation of TPP and AOD Programs.  BHRS encouraged and sought submissions for the RFP with specific focus on the communities in San Mateo County most negatively impacted by substance use.

 

BHRS notes that the California Department of Public Health has approved the TPP scope of work to promote tobacco-free communities in San Mateo County. The TPP scope of work and budget encompasses contracted services to support the smokefree multi-unit housing efforts, the tobacco retail license program, and the engagement of youth in tobacco prevention initiatives.

 

The AOD Prevention efforts receive Substance Use Prevention, Treatment and Recovery Block Grant (SUBG) Prevention set-aside funds to focus on primary prevention efforts to mitigate the negative impacts of AOD on the health of the community. Funds are utilized to partner with community-based organizations (CBOs) throughout San Mateo County that have effective strategies to reach the communities most negatively impacted by AOD use.

 

DISCUSSION:

In March 2026, a selection committee evaluated the RFP proposals submitted and has selected for recommendation the following agencies for the provision of AOD Prevention Program and TPP services:

 

1)                     Youth Leadership Institute (YLI), to provide services for the AOD Prevention Program and TPP for the period of July 1, 2026 through June 30, 2028, in an amount not to exceed $580,000. YLI has a long and extensive history of providing quality services to BHRS in the same project area of work and has been instrumental in identifying community needs and addressing program components from education to policy and capacity building. YLI is extremely knowledgeable and has extensive experience working with San Mateo County populations that are disproportionally impacted by tobacco and substance use, including Half Moon Bay, Redwood City, Pacifica, South San Francisco, Daly City, San Mateo, and Foster City, with planned expansion into East Palo Alto.

 

2)                     Jefferson Union High School District (JUHSD)/YouthPoint Health (formerly Daly City Youth Health Center) to provide services for the AOD Prevention Program and TPP for the period of July 1, 2026 through June 30, 2028, in an amount not to exceed $650,000. YouthPoint Health has an established history with BHRS, CBOs, and school districts, allowing the organization to integrate seamlessly within school and community settings. YouthPoint Health has a longstanding presence in San Mateo County, with particular focus in the North County region, as well as extensive experience delivering AOD prevention, tobacco prevention, and health education services that are culturally responsive and trauma-informed. JUHSD will operate and serve as fiscal sponsor for YouthPoint Health.

 

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreements and resolution have been reviewed and approved by the County Attorney as to form.

 

It is anticipated at least 80% of program participants will report improvements in knowledge, attitudes, and/or behavior related to alcohol, tobacco, and other drugs.

COMMUNITY IMPACT:

These agreements aim to promote equity by providing primary prevention education about alcohol and other drugs, supporting youth who face early challenges with substance use to prevent progression into substance use disorders, and partnering with the school district (in the case of YouthPoint Health) to promote fair, restorative disciplinary practices that do not disproportionality impact marginalized students.

 

In particular, with respect to YouthPoint Health, this work will support students in JUHSD, a highly diverse district serving the Daly City and surrounding communities. For the 2025-26 school year, the California Department of Education reports district enrollment of 4,102 students, including 537 English Learners, or 13.1% of enrollment. Additional education data sources describe the district as having a high enrollment of youth from marginalized communities, with Asian, Filipino, Hispanic/Latino, multiracial, Black/African American, and Pacific Islander students represented across the district, as well as approximately 39% socioeconomically disadvantaged students.

 

To advance youth leadership and community prevention efforts in San Mateo County, YLI facilitates the Healthy Online Platforms for Everyone that empowers youth to hold social media companies accountable for the negative mental health outcomes experienced by youth on their platforms. Their youth-centered and equity-focused approach strengthens this work by elevating student voice, addressing root causes of substance use and school disconnection, and supporting young people as leaders in creating healthier school communities.

 

FISCAL IMPACT:

The term of the agreements is July 1, 2026 through June 30, 2028. The total amount of the agreements is not to exceed $1,230,000 in aggregate. Approximately $615,000 is included in the BHRS FY 2026-27 Recommended Budget. Of that amount, $150,000 will be funded by the Tobacco Trust Fund and $465,000 will be funded by SUBG Prevention, with no associated Net County Cost. Similar arrangements will be in place for subsequent years.
