Elaine Fraser is a practicing attorney being recommended by the Law Library Board to a seat formerly held by Jacquelyn Brown. Elaine Fraser's litigation practice began in 1984, representing clients in family law cases. She volunteers as a mediator for the San Mateo County superior court for family law and also volunteers to assist the family law judges at status conferences at court.

Ms. Fraser was president of the San Mateo County Trial Lawyers Association in 2007 and continues to serve on its board of directors. She serves as a Judicial Arbitrator for the San Mateo County Superior Court, and serves as a panelist for the San Francisco Superior Court Pre-Arbitration Settlement Conferences.
