BACKGROUND:

In October 2021, the County entered into an agreement for security services with Execushield, Inc. The agreement between the County and Execushield, Inc. called for security services to be provided at various sites throughout the County including the Hall of Justice in Redwood City, the San Mateo County Northern Courthouse in South San Francisco, and the San Mateo County Youth Services Center in San Mateo.

DISCUSSION:

In March 2022, Amendment One to the Agreement was approved which added an additional location for services and revised Exhibit B, Payments and Rates, to the agreement to reflect the increased services and associated costs. In July 2024, Amendment Two to the Agreement was approved which again added an additional location for services and revised Exhibit B, Payments and Rates, to the agreement to reflect the increased services and associated costs. In December 2024, Amendment Three was approved which extended the term of the Agreement. By extending the term of the Agreement, Amendment Three allowed the Sheriff’s Office to pay the Contractor for services provided in October and November 2024. However, the Sheriff’s Office was not able to increase the amount of the contract because it requires board approval.

The Sheriff’s Office would like to further amend the agreement to increase the amount in order to cover the cost of services for the remainder of the term.

The County Attorney has reviewed and approved the resolution and amendment as to form.

FISCAL IMPACT:

The term of the agreement is from October 11, 2021 through October 10, 2026. The new total not to exceed amount of the amended agreement is $9,353,829.18. The funding for this amendment has been included in the Sheriff’s Office Fiscal Year 2024-25 Adopted Budget and will be included in future budgets for the term of the contract. There is no net county cost, as this contract is fully funded by the Trial Court Security fund.
