A) Rescinding in part the “1-Hour Time Limited Parking” zone on the northwesterly side of Fifth Avenue commencing at a point 33 feet southwesterly of the intersection of Glendale Avenue and extending southwesterly a distance of 97 feet, more or less, within the unincorporated North Fair Oaks area that was previously approved by this Board by Resolution No. 067696 on December 6, 2005; and
B) Establishing a “2-Hour Time Limited Parking” zone on the northwesterly side of Fifth Avenue commencing at a point 33 feet southwesterly of the intersection of Glendale Avenue and extending southwesterly a distance of 145 feet, more or less, between 8:00 AM to 5:00 PM, Saturdays, Sundays, and holidays excepted

BACKGROUND:
This Board has adopted similar resolutions regarding parking restrictions.
Section 22507, et seq., of the California Vehicle Code and Section 7.24.010 et seq. of the San Mateo County Ordinance Code allow the Board of Supervisors to prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance with associated signs and markings.
Resolution No. 067696, adopted by this Board on December 6, 2005, established 1-hour time limited parking along Fifth Avenue commencing at a point 33 feet southwesterly of the intersection of Glendale Avenue and extending southwesterly a distance of 97 feet, more or less, between the hours of 8:00 AM and 5:00 PM, Saturdays, Sundays, and holidays excepted.
DISCUSSION:
The Department of Public Works (Department) was contacted by the property and business owner of 151 and 171 Fifth Avenue to request a revision to the parking restriction in front of their businesses within the unincorporated North Fair Oaks area. The proposed parking restriction seeks to change the existing parking restriction into a 2-hour time limited parking zone. The applicant indicated that customers face parking challenges due to the existing limited term parking and the number of parking spaces near their businesses.
The Department conducted a field inspection at the businesses and has determined that the current parking restriction does not meet the needs of the businesses at 151 and 171 Fifth Avenue. Therefore, the Department recommends rescinding in part Resolution No. 067696 which established 1-hour time limited parking and establishing a 2-hour time limited parking zone on the northwesterly side of Fifth Avenue commencing at a point 33 feet southwesterly of the intersection of Glendale Avenue and extending southwesterly a distance of 145 feet, more or less, in front of the businesses. The 2-hour time limited parking restriction will be effective from 8:00 AM to 5:00 PM, excluding Saturdays, Sundays, and holidays. The proposed parking restriction is shown on Exhibit “A”.
The Department has notified the property owners within 300 feet of the proposed parking restriction of the time and date of the Board meeting to consider this item. The Department received three (3) responses to the notifications, which were in support of the proposed parking restrictions.
The location of parking zones and other traffic restrictions on County-maintained streets are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.
Should the proposed parking restrictions be approved by this Board, the Department will install the appropriate signs and curb markings.
The County Attorney has reviewed and approved the Resolution as to form.
COMMUNITY IMPACT:
This proposed parking restriction will improve the vehicle circulation and parking for customers visiting the businesses. This proposed parking restriction would result in adjusting the time restriction of approximately six (6) on-street parking spaces along Fifth Avenue thereby improving conditions for the customers and businesses along the designated area.
FISCAL IMPACT:
The staff costs for evaluating and processing requests for traffic regulations is paid for by the Road Fund as part of the administrative cost associated with evaluating traffic-related requests on the County maintained road system. The cost of purchasing and installing signs and painting parking zone markings varies and averages approximately $600 per parking zone designation, which is paid for by the Road Fund.
There is no impact to the General Fund.
