BACKGROUND:

On July 19, 2024, the California Governor’s Office of Emergency Services (“Cal OES”) notified the County Parks Department (“Department”) that it had been awarded Hazard Mitigation Grant funding from the Federal Emergency Management Agency (“FEMA”). This Hazard Mitigation Grant Program (DR-4558-CA) is related to the 2020 California wildfires, including the CZU Lightning Complex Fire which impacted parts of southern San Mateo County. The Department submitted the sub-application in order to secure funding to mitigate the risk of wildfires by conducting wildfire fuel reduction efforts within Junipero Serra County Park.

 

To be eligible to receive funding, Cal OES requires that program applicants provide a Form 130 Designation of Applicant’s Agent Resolution for Non-State Agencies Applicants, that has been authorized by the applicant’s governing body using the form of resolution provided by Cal OES.

 

DISCUSSION:

The County’s Department of Public Works and Controller’s Office have previously acted as the County’s authorized agents for FEMA and Cal OES disaster relief related grant programs. However, as this grant award is for a Parks Department-led project, the Department requests that this Board authorize the Parks Director as the authorized agent in order to streamline grant reporting and coordination with Cal OES. The Department is therefore recommending that this Board authorize a new Cal OES Form 130, which lists the Parks Director as the authorized agent for the purposes of this grant program only.  This action would not make the Parks Director an authorized agent for any other programs or purposes.  

 

Attached to the resolution is the proposed Cal OES Form 130 listing the authorized agent by title only.  Pursuant to Cal OES instructions, the Form 130 may not be certified by an Approving Board Member; accordingly, it is recommended that it be certified by the County Executive as Clerk of this Board.

 

The County Attorney has reviewed and approved the resolution as to form.

There is no Net County Cost associated with approving this recommendation.
