Adopt a resolution authorizing an agreement with San Mateo Health Commission d/b/a Health Plan of San Mateo to accept funds supporting the development of a new dental clinic, in an amount not to exceed $1,600,000.

BACKGROUND:
The North County Wellness Center is currently under construction on Mission Road in South San Francisco and is on track to open its doors in late 2026. On February 12, 2025, the San Mateo Health Commission dba Health Plan of San Mateo (HPSM) approved funding for San Mateo Medical Center (SMMC) to expand dental capacity for HPSM members in the North County Wellness Center.
DISCUSSION:
In accepting the $1,600,000 funding, SMMC will utilize these funds to recruit and hire clinical dental staff to provide services to HPSM members and fund the construction of six dental units in the North County Wellness Center. This agreement is going to this Board late due to prolonged negotiations with HPSM.
The County Attorney has reviewed and approved the resolution and agreement as to form.
It is anticipated that the new North County Wellness Center will provide 8,600 dental visits per year.

COMMUNITY IMPACT:
SMMC is committed to advancing health by ensuring all individuals have access to high-quality, compassionate healthcare. Expanding health services, dental services, and other essential services for North County residents will address community needs. SMMC’s patients span a wide spectrum of races, ethnicities, gender, and gender-identities. Since November 1, 2024, half of the specialty care patients at SMMC were female and half were male, with the largest ethnic cohorts being Hispanic or Latino (58%), and primarily Spanish-speaking (48%).
FISCAL IMPACT:
The term of the agreement is March 1, 2026, through February 28, 2028. The amount of the agreement is not to exceed $1,600,000 for the two-year term. The anticipated appropriations and grant revenue will be added to the SMMC FY 2025-26 Approved Budget using an Appropriation. Anticipated appropriations and grant revenue will be incorporated into recommended budgets in future years.
