BACKGROUND:

The County’s new San Mateo Regional Operations Center (ROC) requires the construction and installation of fiber optic links for future network voice, data and video connectivity. Iteris served as the System Integrator for the entire San Mateo County Smart Corridor and was responsible for development of the overall network architecture, integration between Caltrans and local agency routers, configuration of the Avigilon Video Management System (VMS), and the establishment of connectivity to all field devices from the Communications Hub, located at the San Mateo Police Department, and all local agency operations centers. For the past two years, Iteris has provided network monitoring services for the City/County Association of Governments of San Mateo County (C/CAG), which is responsible for maintaining the local agency portion of the Smart Corridor system.

 

DISCUSSION:

The services from Iteris will include the design and construction of a 96-strand fiber optic link between the ROC and the nearest Smart Corridor access point at the intersection of Industrial Way and Whipple Avenue to allow ROC staff members to access the San Mateo County Smart Corridor systems. In addition, Iteris will assist San Mateo County staff with integrating the Smart Corridor Closed-Circuit Television (CCTV) camera video streams into the ROC’s video wall. Iteris’ involvement in the San Mateo County Smart Corridor dates back to 2009 and includes detailed design of the southern half of the local agency right-of-way that includes the areas surrounding the new ROC facility, therefore, ISD requests waiver of the Request for Proposals (RFP) process. The vendor’s knowledge of the current Smart Corridor access points is critical to the implementation of the new link.

 

The resolution contains the County’s standard provision allowing amendment of County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

County Counsel has reviewed and approved the resolution as to form and will review the Agreement prior to execution.

 

Approval of this resolution contributes to the 2025 Shared Vision of a Collaborative Community by establishing a video stream from existing Smart Corridor locations the ROC to provide 911 dispatchers with a more complete view of incidents in the county where first responders are required to take action.

FISCAL IMPACT:

The total not to exceed amount of the agreement is $263,826. The term of the agreement is from December 4, 2018 through June 30, 2019. Funding for this Agreement is included in ISD’s FY 2018-19 Measure K Adopted Budget as approved by your Board in September. The City/County Association of Governments of San Mateo County (C/CAG) entered into an agreement to reimburse the County $190,657 of the not to exceed amount, which would leave the County with a total obligation of $73,169. It is possible that this project will result in a recommended expanded scope for additional phases which would be presented to the Board for consideration as part of the FY 2019-21 budget process.
