BACKGROUND:
The Human Services Agency (HSA), in close collaboration with community partners and other San Mateo County organizations, coordinates countywide homeless outreach services aimed at engaging and stabilizing unsheltered homeless individuals and households through consistent outreach to facilitate and/or deliver health and basic need services and secure permanent housing.
In 2018, San Francisco International Airport (Airport) representatives approached HSA leadership to discuss how to better support unsheltered individuals residing at the Airport. The Airport requested homeless outreach services. HSA and the county-funded Homeless Outreach Team (HOT team) agreed to provide four hours of outreach per month. However, Airport officials and HSA have determined that there is a need to increase the level of outreach and engagement as current efforts are insufficient to meet the need for services at the Airport.
DISCUSSION:
Since December 2023, HSA and Airport representatives have discussed the possibility of contracting for a dedicated HOT team to provide intensive, ongoing homeless outreach and engagement services at the Airport. The Airport would fund these dedicated services through a contract with HSA.
HSA is proposing that the County enter into a 36-month agreement for the County to provide homeless outreach and engagement services at San Francisco International Airport at all airport terminals and the SFO Bart station for a term of July 1, 2025, through June 30, 2028, in an amount not to exceed $1,527,757. HSA would subcontract the services through an amendment to one of the existing San Mateo County (SMC) Homeless Outreach agreements.
This agreement would support two full-time outreach workers to deliver homeless outreach and engagement services exclusively at the Airport including, case management, clothing, food, hygiene kits, transportation assistance, and diversion to out-of-county resources for non-San Mateo County residents.
Individuals identified as experiencing unsheltered homelessness at the Airport will be assessed for their housing and service needs and will be connected to shelter and other supportive services. Outreach staff will connect unsheltered individuals to the Coordinated Entry System and work to locate, engage, stabilize, and house chronically homeless individuals, many of whom are disconnected from mainstream services and other support systems.
The vendor shall execute this Agreement after it has been duly approved and signed by this Board. The vendor’s signature will confirm acceptance of all terms following this Board’s authorization.
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:
Through this program, San Mateo County will increase access to outreach and engagement services for those who are affected by unsheltered homelessness, HSA will work with the outreach provider to gather feedback from people with lived experience of homelessness and utilize this input to improve service delivery and to shape equitable policies and services.
FISCAL IMPACT:
The term of this agreement is July 1, 2025, to June 30, 2028. The amount of the agreement is $1,527,757. This is a revenue agreement and will be funded using San Francisco Airport (SFO) Annual Operating Fund. Budgetary appropriation for this agreement will be included in the FY 2025-26 Adopted Budget and all subsequent budgets that are affected by this agreement.
