BACKGROUND:

On December 13, 2022, this Board approved an agreement with Epic Corporation that started the County Health journey to the implementation of a new integrated Electric Health Record (EHR) system for the department.

 

California Providing Access and Transforming Health (PATH) is a five-year, $1.85 billion Statewide initiative to build up the capacity and infrastructure of on-the-ground partners, such as community-based organizations, public hospitals, county agencies, Medi-Cal Tribal and designees of Indian Health Programs, and others, to successfully participate in the Medi-Cal delivery system as California widely implements Enhanced Care Management (ECM) and Community Supports and Justice Involved services under CalAIM. PATH funding addresses the gaps in statewide organizational capacity and infrastructure, enabling these local partners to scale up their services to Medi-Cal beneficiaries. With resources funded by PATH-such as additional staff, billing systems, and data exchange capabilities-community partners are in a better position to successfully contract with managed care organizations, bringing their community needs experience and expertise to the Medi-Cal delivery system.

 

DISCUSSION:

On May 31, 2023, Health Information Technology division applied for a PATH grant to fund its EHR implementation.

 

PATH now wishes to award the County a grant in the amount of $521,583.36 for EHR implementation.

 

This grant will provide resources to the County to ensure a successful EHR implementation, improving the productivity and satisfaction of our end users, as well as leading to a reduction in the overall cost to the County.

 

The agreement and resolution have been reviewed and approved by County Attorney as to form.

FISCAL IMPACT:
