BACKGROUND:

The County of San Mateo has several buildings that require monitoring and access control which include the Maguire Correctional Facility, Maple Street Correctional Center, Coyote Point Range and Training Center, Forensic Laboratory, and the Hall of Justice.  These buildings all have monitoring in the form of surveillance cameras and CCTV systems.  Access to these buildings is controlled by card readers, pneumatic locks, multiple types of security doors, and associated control panels (local and remote).

 

The security electronics systems in these facilities provide for a safe and secure environment for the public, incarcerated individuals, and County staff. The failure of any component is detrimental to the overall operation of the facilities and must be addressed immediately. Therefore, security hardware and software must be updated and monitored regularly.

 

DISCUSSION:

In January 2024, the Sheriff’s Office issued a Request for Proposals (RFP) for Upgrades, Improvements, and Maintenance to Security Systems, Access Control, Closed Circuit Television (CCTV) and Recording Systems. CML Security was the only company to submit a proposal. A proposal review panel reviewed the proposal and determined CML was highly qualified and capable of providing upgrades, improvements, and maintenance to security systems, access control, closed circuit television (CCTV) and recording systems.

 

The proposed agreement will authorize CML Security to install the necessary access control and CCTV equipment, repair and maintain said equipment, and provide Sheriff’s Office staff with training on proper use of the equipment.

 

The Contractor has assured compliance with the contract provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, nondiscrimination, and equal benefits.

 

The resolution and agreement have been reviewed and approved as to form by the County Attorney.

 

FISCAL IMPACT:

The term of this agreement is from June 1, 2024 through June 30, 2027, for an amount of $4,586,507. The agreement includes an option to extend the term for two additional one-year periods for $2,880,000, for a total amount not to exceed $7,466,507. Funding for this agreement has been included in the Sheriff’s Office FY 2024-25 Recommended Budget and will be included in budgets thereafter.
