Adopt a resolution:
A) Adopting plans and specifications, including conformance with federal prevailing wage scale requirements, for the Entrada Way Slip-Out Repair Project; and
B) Authorizing the President of the Board to execute an agreement with Granite Rock Company, in the amount of $2,263,406.50 for the Entrada Way Slip-Out Repair Project; and
C) Authorizing the Director of Public Works to:
1. Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $226,340.65, or approximately 10 percent of the agreement amount; and
2. Execute payment up to the not-to-exceed amount of $2,489,747.15 for items requiring adjustment based on unit bid prices without execution of a change order.

BACKGROUND:
During the 2022-2023 storm season the County of San Mateo experienced an unprecedented amount of rain through the end of 2022 and into 2023. These storms resulted in roadway failures, slip-outs, flooding and the closure of certain County-maintained roads. On January 14, 2023, the President of the United States declared a major disaster for the State of California resulting in a Federal Emergency Management Agency (FEMA) declared disaster (FEMA-4683-DR-CA). The County of San Mateo was included in the declared disaster and has continued working to obtain federal assistance for the identified sites
On June 13, 2023, this Board adopted Resolution No. 079733, which approved the development of projects resulting from 2022-2023 winter storm damage and authorized the Director of Public Works to develop plans, specifications, and call for bids for these projects, thereby reducing overall project delivery schedules and administrative staff time. The Entrada Slip-Out Repair Project (Project) was initiated pursuant to that resolution.
Entrada Way is a County maintained roadway in the unincorporated La Honda area and crosses La Honda Creek (Creek). Entrada Way is essentially the primary access route for approximately 300 properties within the La Honda community. While there is one other means of ingress and egress, to the La Honda community, Entrada Way is the main roadway corridor for residents, emergency response, access and evacuation. Entrada Way also supports critical utility infrastructure, including electrical service, telecommunications, and water services, all of which cross the Creek at the existing culvert.
On June 9, 2026, the Board adopted Resolution No. 081871, certifying the Final Initial Study / Mitigated Negative Declaration and the Mitigation Monitoring and Reporting Program. Concurrently, the Board adopted a Resolution of Necessity authorizing the eminent domain acquisition of three (3) permanent easements, three (3) 10-year temporary monitoring easements, and six (6) temporary construction easements. These easements burden a portion of the properties located at 8800 La Honda Road and other lands adjacent to the Creek with no street addresses, in unincorporated La Honda, California, Assessor Parcel Numbers 083-012-060, 083-051-060, 083-051-110, 083-051-120, 083-051-140, and 083-093-130.
The Department of Public Works (Department) retained an on-call design consultant to prepare the environmental investigation, reports, analyses, and final construction documents for the Project.
DISCUSSION:
The Project will address ongoing erosion and roadway instability at this location. Proposed improvements include installation of a crib wall along the left (east) bank of the Creek and a concrete retaining wall along the roadway prism to protect the existing culvert and reduce the risk of roadway failure. In addition, the Creek channel will be regraded to restore the thalweg (the deepest, fastest-flowing part of a Creek channel) to its prior alignment, as continued migration of the Creek poses a substantial risk to Entrada Way and threatens the primary access for the La Honda community. The Department has finalized the plans and specifications and advertised the Project for bid.
On Thursday, July 23, 2026, bids were accepted for the Entrada Way Slip-Out Repair Project and subsequently referred to Public Works for checking and recommendation. The bid of:

at $2,263,406.50 was the lowest responsible bid received for the work. The Engineer’s Estimate was $2,249,400. A summary of the bids received is attached as Exhibit “A”.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Department, through this recommended action, reaffirms its commitment to complete improvements that serve our communities and ensures that critical design and construction activities can be accomplished. The Department is committed to fostering access to reliable infrastructure for all residents and visitors. This Project reduces potential and ongoing creekbank erosion through nature-based protections, provides for increased roadway protection and integrity, improves fish habitat, protects crucial utilities, and helps ensure uninterrupted access for the community.
FISCAL IMPACT:
The total estimated cost for construction is $2,489,747.15, which includes authorization for up to $226,340.65, in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.
The Project will be initially financed by Non-Departmental Services (General Fund), as FEMA funds are received on a reimbursable basis. The County will seek reimbursement as follows, should the County receive reimbursement from FEMA and Cal OES:
There is no impact to the General Fund.
