BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to Renaissance Entrepreneurship Center to expand a program which includes family childcare business training and one-on-one business consulting to serve an additional 50 individuals who are lower-income, aspiring and established childcare providers in District 2 and San Mateo County. The County Executive’s Office will administer and manage the proposed agreement.
Renaissance Entrepreneurship Center focuses on small business ownership, so that individuals who face systemic barriers to economic opportunity due to race, gender, immigration status, incarceration, education or income level, can achieve economic mobility, create jobs, and build better futures for themselves, their families and communities.
The Renaissance Entrepreneurship Center’s 2023 program will include four cohorts of approximately 10 participants each, including two cohorts for new or returning childcare providers, and two cohorts for existing businesses, as well as 10 individuals who will participate outside of the cohort model.
The program will support participants to launch and grow their own businesses and achieve economic independence. The proposed Measure K funding will allow the grantee to expand the program from 4 to 8 weeks, providing additional training and consulting services and increasing the number of San Mateo County residents establishing and expanding childcare businesses.
Renaissance Entrepreneurship Center’s Measure K budget for the 2023 program is $70,000, as follows:
Marketing & Outreach - $900
Instructors: 4 cohorts, $2,000 3 cohorts, 12 hours at $75/hour
Consulting: $9,000 Average of 7 hours, 30 clients at $75/hour
Workshops (Renaissance): $4,000
Website Development - $2,000
Micro Grants - $30,000
Staff Salaries

Measure K funds will partially fund this project; Renaissance Entrepreneurship Center is obtaining other sources of funding for the remaining project costs.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2022-23 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2022-23 Adopted Budget.
