Measure K: Recommendation to:
A) Adopt a resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $22,500, and Measure K Reserves, not to exceed $2,500, to the City of San Mateo, acting as the fiscal sponsor for the Pride Center, for the 13th Annual San Mateo County LGBTQIA+ Pride Celebration, providing an exception to the criteria for district-discretionary Measure K funds to allow for advanced payment, and authorizing the County Executive or designee to execute the grant agreement; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $2,500 from Measure K Reserves to Non-Departmental Services for the 13th Annual San Mateo County LGBTQIA+ Pride Celebration.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year Fiscal Year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects, and has established a Measure K Reserve fund.
The proposed grant would be funded by district-discretionary Measure K funds and Measure K Reserves, as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the grantee requests that the grant be made as an up-front payment rather than reimbursement. The request is made to facilitate successful hosting of the Pride event. This payment structure requires Board approval because the criteria for district-discretionary Measure K funds provide for reimbursement payments. The Board may approve this exception to the criteria by adopting the resolution.
The grantee organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. None of the Board members, nor any of their family members, nor any of their staff, serve as an officer or director of the organization or play a policy role for grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to City of San Mateo, acting as the fiscal sponsor of the Pride Center, and resulting grant agreement, in an amount not to exceed $25,000 to support the 13th Annual San Mateo County LGBTQIA+ Pride Celebration and Parade. The County Executive’s Office will administer and manage the proposed agreement.
This grant will be used to fund the following project or services:
The 13th Annual San Mateo County LGBTQIA+ Pride Celebration is being hosted by the San Mateo County PRIDE Initiative in collaboration with City of San Mateo Park and Recreation, the San Mateo County Pride Center, Outlet Adolescent Counseling Services, the San Mateo County LGBTQIA+ Commission, San Mateo County Behavioral Health & Recovery Services - Office of Diversity & Equity, and multiple community partners.
The San Mateo County Pride Initiative strives to foster a welcoming environment for LGBTQIA+ communities living and working in San Mateo County.
The SMC Pride Celebration will take place on June 14, 2025 from 11:00 a.m.-5:00 p.m. at Central Park in San Mateo. This event and community gathering, which will be open to all members of the public, will recognize and celebrate the LGBTQIA+ community’s contributions and promote a sense of belonging and connection for our LGBTQIA+ community. Attendees will receive countywide resources and assistance in connecting to services, including behavioral health resources and supports to combat loneliness and feelings of a lack of connection to the larger community.
The grantee organization will use the Measure K grant as follows:
Support costs incurred to host the 13th Annual San Mateo County LGBTQIA+ Pride Celebration, (including the cost of advertising, marketing, and entertainment, as well as the support for the Second Annual SMC Pride Parade). Additionally grant funds may be used to pay for staff time for planning of, and implementation of route and closures as well as barrier set up and removal.
The project or services funded by this grant will be implemented and completed by June 30, 2025.
Total Measure K Request: Not to Exceed $25,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
By recommending funding for the Pride Celebration, the County acknowledges and affirms the importance of creating spaces where all individuals, regardless of sexual orientation or gender identify, feel seen, heard, and valued. In addition, funding the Pride Celebration is not only a symbolic gesture of support but a tangible commitment to advancing equity, diversity, inclusion, and belonging within the County.
FISCAL IMPACT:
There are sufficient Measure K funds for this request. District -discretionary funds are budgeted in Non-Departmental Services in the FY 2024-25 Adopted Budget.
Approval of the Appropriation Transfer Request in the amount of $2,500 will move funds from Measure K Reserves to Non-Departmental Services for the balance of the grant to the City of San Mateo.
