Adopt a resolution approving the nomination by the Treasurer-Tax Collector for the appointment of Justin W. Mates, as Alternate representing County Executive’s Office, to the San Mateo County Treasury Oversight Committee.

BACKGROUND:

Per California Government Code 27131, in 2018 the County Treasurer elected to appoint Roberto Manchia, County Chief Financial Officer, to serve on the Treasury Oversight Committee, along with Iliana Rodriguez, Assistant County Executive as the Alternate.  The retirement of Iliana Rodriguez has prompted this nomination from the County Treasurer for filling the Alternate seat.

 

DISCUSSION:

Subject to the Board of Supervisor’s approval of this nomination for appointment, Justin W. Mates, is being recommended as the Alternate due to the recent retirement of Iliana Rodriguez. Mr. Mates will serve as the Alternate for Mr. Manchia when he is unable to attend meetings.

 

Justin W. Mates has consistently demonstrated versatile, solutions-oriented leadership across legal, operational, and strategic domains. His experience spans advising nearly all County departments as a Deputy County Attorney on complex issues including public finance, intergovernmental agreements, affordable housing, and charter matters, followed by serving as interim Real Property Manager, where he led negotiations such as the acquisition of the final parcel needed for COB3. Mr. Mates was promoted to Deputy County Executive in 2019 and effective January 4, 2026 will become Assistant County Executive. He supports the Board and County Executive’s initiatives and coordinates work across community-serving departments. He has worked on pandemic response, farmworker housing compliance efforts, and coordination of services for unsheltered residents, complemented by contributions to major budget strategies, emergency operations, accessibility initiatives, and cross-sector collaborations that advance County priorities. Prior to joining the County, he worked for an international development nonprofit and as an attorney in private practice.

 

Mr. Mates holds a JD from Harvard Law School and Bachelor of Arts in Political Science from Stanford University. Inclusion of Justin W. Mates on the Treasury Oversight Committee continues representation from the County Executive’s Office.

 

County Attorney’s Office has reviewed and approved the Resolution as to form.

There is no fiscal impact associated with the proposed nomination.
