BACKGROUND:

On November 5, 2019, this Board approved Resolution No. 077031(c) authorizing an agreement with The KPA Group, Inc. for on-call architectural services for projects involving the California Department of Health Care Access and Information and other Capital Improvement Plan (CIP) projects. The Agreement term was from October 8, 2019 through October 7, 2022 for a not-to-exceed amount of $600,000.

 

On August 2, 2022, as authorized by Resolution No. 077031(c), the Director of Public Works executed Amendment No. 1 to extend the term of the agreement to October 7, 2024, with no change in the not-to-exceed amount.

 

On December 18, 2023, as authorized by Resolution No. 077031(c), the Director of Public Works executed Amendment No. 2 increasing the amount by an additional $25,000 for a new not-to-exceed amount of $625,000 with no change in term.

 

On January 30, 2024, this Board approved Resolution No. 080159 authorizing Amendment No. 3 to increase the not-to-exceed amount of the agreement by $300,000 for a new not-to-exceed amount of $925,000 with no change in term.

 

On October 8, 2024, this Board approved Resolution No. 080694 authorizing Amendment No. 4 increasing the not-to-exceed amount of the agreement by $400,000 for a new not-to-exceed amount of $1,325,000 and extending the term through October 7, 2026.

 

On February 7, 2025, as authorized by Resolution No. 080694, the Director of Public Works executed Amendment No. 5 increasing the amount of the agreement by an additional $25,000 for a new not-to-exceed amount of $1,350,000 and extending the term through October 7, 2027 to allow for the continued design and construction administration oversight of several multi-year projects.

 

DISCUSSION:

The Department of Public Works (Department) requests to amend the Agreement with The KPA Group, Inc. for an additional $650,000 for a new not-to-exceed amount of $2,000,000 with no change in term. This will allow The KPA Group, Inc. to continue architectural design services for several Capital Projects including the San Mateo Medical Center Elevator Project, the Elections Registration Compliance Project, and expediting design of the renovations at the Bridgepointe Office Park to accommodate the Human Services Agency’s (HSA) move prior to vacation of HSA’s leased space, as well as other Capital Improvement Plan projects. Maintaining The KPA Group, Inc. as the architectural firm leverages their familiarity of the projects through multiple phases of design and through project completion.

 

County Attorney has reviewed and approved the resolution and amendment as to form.

 

EQUITY IMPACT:

Having an architectural consultant as part of the Department’s project team provides diverse perspectives and expertise to designing spaces that are accessible to those with physical disabilities as well as those who require alternative means of accessing information. Equitable infrastructures that serve the community play a crucial role in ensuring all individuals have access to essential services.

 

FISCAL IMPACT:

Amendment No. 6 to the Agreement increases the not-to-exceed amount by $650,000 for a new not-to-exceed amount of $2,000,000. Funding for this Amendment is included in each Project’s budget in the FY 2024-25 Capital Projects Budget.

 

There is no additional impact to the General Fund.
