Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements, for the Lifeline Transportation Program Cycle 7 Project; and
B) Authorizing the President of the Board to execute an agreement with Golden Bay Construction, Inc., for the Lifeline Transportation Program Cycle 7 Project in the amount of $1,342,680; and
C) Authorizing the Director of Public Works to:
1. Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $134,268, or approximately 10 percent of the agreement amount; and
2. Execute payment up to the not to exceed amount of $1,476,948 for items requiring adjustment based on unit bid prices without execution of a change order; and
3. File a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

BACKGROUND:
On October 22, 2024 this Board adopted Resolution No. 080715, which authorized the Director of Public Works to execute a Memorandum of Understanding (MOU) between the County of San Mateo and the San Mateo County Transit Authority District for the passthrough of $575,200 from the Lifeline Transportation Program Cycle 7 awarded by the City and County Association of Governments of San Mateo County to the County of San Mateo for the North Fair Oaks Community Connections Project. The MOU was subsequently executed on November 13, 2024.
On June 10, 2025 this Board adopted Resolution No. 081277, which authorized the Director of Public Works to proceed with finalizing the plans and specifications for the Lifeline Transportation Program Cycle 7 Project (Project), proceed with advertising for bids on the Project, and report back to this Board with recommendations on awarding a contract.
DISCUSSION:
On Thursday, July 24, 2025, bids were accepted for the Project and subsequently referred to the Department of Public Works (Department) for checking and recommendation. The bid of:

at $1,342,680 was the lowest responsible bid received for the work. The Engineer’s Estimate was $1,280,000. A summary of the bids received is attached as Exhibit “A”.
Department staff has determined that this Project qualifies for a Categorical Exemption pursuant to Section 15301(c) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that repair or minor alteration of existing public structures and facilities involving negligible or no expansion of use is exempt from review. We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this Project.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Department is committed to fostering reliable infrastructure for all residents and visitors. This Project will implement pedestrian and bike improvements in the North Fair Oaks Area, which will improve mobility for various modes of transportation and roadway conditions for the community. These improvements enhance the transportation system for a diverse range of users, reinforcing the Department’s dedication to building resilient public infrastructure.
FISCAL IMPACT:
The estimated construction cost of the Project is $1,476,948. The Project will be financed as follows:
