Adopt a resolution authorizing the President of the Board of Supervisors to execute an agreement with Edgar Lopez and Associates, LLC to provide on-call construction consulting services, project and construction management services for the North County Wellness Center and California Department of Fire (CDF) Pescadero Fire Station, for a term of January 1, 2025 through December 31, 2027, in an amount not to exceed $3,000,000.

BACKGROUND:
The County has multiple large, ongoing, and new capital construction projects underway. Edgar Lopez and Associates, LLC has provided the Project Development Unit (PDU) with on-call consulting on multiple current projects. To properly manage these construction projects, the PDU requires the services and expertise of qualified construction project management consultants and support services. PDU regularly maintains a variety of professional on-call service agreements which permits the unit to expedite construction projects and feasibility studies for the County of San Mateo.
DISCUSSION:
On September 8, 2023, PDU conducted a formal Request for Proposals for On-Call Project and Construction Management Services. An internal County interdepartmental selection committee comprised of PDU and the Department of Public Works reviewed the 16 submissions received and made a recommendation of eight firms.
After the multi-county department review, eight firms were qualified for the on-call list: Advanced Management and Consulting LLC, Cobalt Development LLC, Edgar Lopez & Associates LLC, Griffin Structures, Macks Craic, Inc., STV Construction INC., Vanir Construction Management INC., and VRVC Virtual Construction Consulting. Due to the many complexities of PDU’s construction projects, PDU has multiple teams with diverse skills and expertise in construction management that work together. The firms are often brought together, combining their expertise to achieve the County’s goals and expectations.
The resolution contains standard provisions that will allow the Interim Director of PDU, or designee, the authority to modify the terms and conditions of the agreement and execute change orders not exceeding $25,000 for a total contract value of $3,025,000.
County Attorney has reviewed and approved the resolution as to form. The firm’s RFP, as submitted, is attached.
EQUITY IMPACT:
The capital construction projects that are underway provide the community and the County with improved and sustainable infrastructures that will continue to provide essential County services. With the assistance of the diverse teams of experienced construction managers from within the County and the selected outside firms, the agreements will assist with the development and advancement of these projects.
FISCAL IMPACT:
The cost of the agreement will be paid from funds allocated to the projects to which the on-call project and construction management consultants are assigned. There is no additional impact to the General Fund.
