BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 5 has submitted a request to use a portion of its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: District 5 has requested 50% ($10,000) of the grant as an up-front, rather than reimbursement payment. After the upfront payment, Pacific Islands Together (P.I.T.) will provide back-up documentation demonstrating that the payment was expended on items funded by the grant.  The partially upfront payment is necessary to assist PIT in successfully hosting this event.  The Board may approve this exception to the criteria by adopting the resolution.

District 5 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 5 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

PROJECT SUMMARY:

This is a request to authorize a grant to  P.I.T., and resulting grant agreement, in an amount not to exceed $20,000, to support the P.I.T. Shine! event on May 18, 2024 at Gellert Park in Daly City, which will provide  education in improving health and wellness to local residents, with an emphasis on diabetes and heart disease.  The County Executive’s Office will administer and manage the proposed agreement.

District 5 indicates that this organization has not previously received Measure K district-discretionary funding.

P.I.T. is a non-profit organization founded in 2012 with a central goal of nurturing community unity. The organization is committed to offering support through impactful existing programs, creating platforms for artists to express themselves through cultural programs and events, and serving those in need within the community.

This district-discretionary grant will be used to fund the following project or services:

P.I.T. is hosting a Shine! educational event forSan Mateo County residents, particularly District 5 residents in Daly City, Colma, Broadmoor, South San Francisco, San Bruno, and Brisbane.  The goal of the event is to spread knowledge and awareness of diabetes and heart disease through educational sessions, music, resource tables, entertainment, games, and healthy food. P.I.T. will provide a full day (10 a.m. to 4 p.m.), free event for local residents and families to raise awareness  and engage community members in efforts to improve public health, with an emphasis on diabetes and heart disease. 

District 5 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant to support the P.I.T. Shine! event by marketing the event and hosting the event, providing staff, crafts, prizes, and games, decorations, stage and sound equipment, security guards, and janitorial services.

 

Total Measure K Request: Not to Exceed $20,000.00

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Adopted Budget.
