Adopt a resolution authorizing an amendment to the Master Salary Resolution to delete twenty-two positions, add twenty-one positions, and reclassify six positions.

BACKGROUND:
On July 11, 2017 your Board adopted Master Salary Resolution 075338 which specifies the number of and providing compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
DISCUSSION:
The salary resolution changes herein represent the:
• deletion of twenty-two positions;
• addition of twenty-one positions; and
• reclassification of six positions.
These amendments to the resolution have been reviewed and approved by the County Counsel’s Office as to form. These changes contribute to the Shared Vision 2025 outcome of a Collaborative Community by ensuring that departments have staff with the skills necessary to perform the work and allow departments to provide exceptional service to the community.
The specific actions are discussed in detail below.
12400 PUBLIC SAFETY COMMUNICATIONS
Action: Delete: Six positions of V050S, Communications Dispatcher Series (I Level)
Biweekly Salary: $2,592.00 - $2,896.80
Add: Six positions of V051, 911 Communications Calltaker
Biweekly Salary: $2,073.60 - $2,592.00
Explanation: This is the deletion of six vacant Communications Dispatcher I positions and the addition of six 911 Communications Calltaker positions. These Communications Dispatcher I positions were added as placeholders in the FY 2017 budget, pending the creation of the Calltaker classification. This action represents a monthly salary and benefits savings of $6,062. There is no change in the total number of authorized positions.

Biweekly Salary: $2,391.20 - $2,989.60
To: Two positions of G247S, Contract Administrator Series (Level I)
Biweekly Salary: $2,548.00 - $3,184.80
Explanation: This is the reclassification of two filled Administrative Assistant I positions to Contract Administrator I. A classification study was conducted on these two positions and determined that the work is more aligned to the Contract Administrator series. This action represents a monthly salary and benefits cost of $1,294. There is no change in the total number of authorized positions.

The Natural Resource Specialist is a new classification and is more appropriate for the duties and responsibilities of the position. This action represents a monthly salary and benefits cost of $438. There is no change in the total number of authorized positions.

These positions were transferred from the Health Coverage Unit in a Salary Resolution Amendment approved by the Board on March 13, 2018. Upon transfer to the Medical Center, the positions were supposed to be converted to Patient Services Assistant which is the more appropriate classification for work that will be assigned to these two positions; however, the conversion was erroneously omitted. This change corrects the classification of the two transferred positions. This action represents a monthly salary and benefits savings of $2,928. There is no change in the total number of authorized positions.

Explanation: This is the reclassification of one filled Social Worker III position to Psychiatric Social Worker II. A study was previously conducted and found the position’s duties and responsibilities to be more aligned with the Psychiatric Social Worker classification. The reclassification of the position was delayed allowing the incumbent in the position time to obtain her License in Clinical Social Work. The incumbent has recently obtained her full licensure and is now eligible for reclassification. This action represents a monthly salary and benefits cost of $446. There is no change in the total number of authorized positions.

Biweekly Salary: $2,208.00 - $2,796.80
Add: Three positions of G069, Benefits Analyst III
Biweekly Salary: $2,405.60 - $3,005.60
Explanation: This is the deletion of three Benefits Analyst Series and the addition of three Benefits Analyst III positions. This change aligns the classification of the position with the actual classification and pay of the incumbents in the position. When these positions were migrated into the new HRIS system, the classification of the positions were somehow reverted back to the I Level while the incumbents in the position were already at the III level. This action represents no monthly salary and benefits cost as the incumbents are already at the Benefits Analyst III pay grade, and there is no change in the total number of authorized positions.
FISCAL IMPACT:
These actions represent an estimated monthly salary and benefits cost of $3,567 or an annual cost estimate of $42,803.
