BACKGROUND:

On June 25, 2024, this Board adopted Master Salary Resolution 080517 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of four positions;

                     addition of nine positions;

                     setting of salary range of two classifications; and

                     salary range adjustment for four classifications.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

12000 COUNTY EXECUTIVE OFFICE

 

Action:                     Correct salary range of D246, Assistant Director of Procurement to $70.91 - $88.64 per hour.

 

Explanation: This action corrects the salary range of the above classification which was presented to the Board for approval on February 25, 2025, quoting an incorrect higher salary range than intended. This action also corrects the job code of the classification to D246 (from D245). This salary setting action has no associated salary and benefits cost. There is no change in the total number of authorized positions.   

 

17000 HUMAN RESOURCES DEPARTMENT

 

Action A:                     Add: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,839.20 - $5,553.60

 

Action B:                     Add: One position of G229S, Community Program Specialist-Confidential Series

                                          Biweekly Salary: $2,935.20 - $4,110.40

 

Explanation: This is the addition of one Management Analyst and one Community Program Specialist-Confidential positions which will be used to convert two limited term positions that are supporting essential and ongoing programs including internship, employee engagement and performance development. These actions represent an approximate monthly salary and benefits cost of $32,036. The total number of authorized positions is increased by two.

 

Action C:                     Adjust salary range of G229, Community Program Specialist II-Confidential                                           to $41.10 - $51.38 per hour.

 

Explanation: This action adjusts the salary range of the Community Program Specialist II-Confidential classification by .019% so that it would align with the salary range of G227, Community Program Specialist II (non-confidential). There is no cost associated to this change and no change to the total number of authorized positions.

 

18000 INFORMATION SERVICES DEPARTMENT

 

Action A:                     Delete: One position of E007, Senior Accountant

                                          Biweekly Salary: $4,148.80 - $5,188.80

 

                                          Add: Two positions of E030S, Accountant Series

                                          Biweekly Salary: $2,892.80 - $4,228.80

 

Explanation: This is the deletion of one vacant Senior Account position and addition of two Accountant positions to successfully support the department’s objectives in meeting its increased finance and accounting workload. This action represents an approximate monthly salary and benefits cost of $10,836. The total number of authorized positions is increased by one.

 

Action B:                     Set salary range of E480-R, Telephone Operator-Relief at $28.84 - $36.06 per hour.

 

Explanation: This action sets the salary range of the new Telephone Operator-Relief classification. The salary range is 5% above the regular Telephone Operator classification consistent with salary setting practice related to relief classifications. This salary setting action has no associated salary and benefits cost. There is no change in the total number of authorized positions.   

 

30000 SHERIFF’S OFFICE

 

Action A:                     Adjust salary range of H027, Supervising Criminalist-Exempt to $70.68 -$88.34 per hour. (Pending Union Approval)

 

Explanation: This action adjusts the salary range of the Supervising Criminalist-Exempt classification by 6.7% to align with market median of comparable agencies, as per contract agreement with the Deputy Sheriff’s Association: Law Enforcement Unit (Non-Safety Classifications). This action represents an approximate monthly salary and benefits cost of $4,413 impacting three positions. There is no change in the total number of authorized positions.

 

33000 CORONER’S OFFICE

 

Action A:                      Adjust salary range of H131, Deputy Coroner to $51.23 - $64.02 per hour.

 

Action B:                     Adjust salary range of H132, Supervising Deputy Coroner to $56.33 - $70.42 per hour.

 

Explanation: This action adjusts the salary range of the Deputy Coroner and Supervising Deputy Coroner classifications by 1.5% and 2.49%, respectively, to align with market median of comparable agencies, as per contract agreement with the Deputy Sheriff’s Association: Law Enforcement Unit (Non-Safety Classifications). These actions represent an approximate monthly salary and benefits cost of $2,461 affecting nine positions. There is no change in the total number of authorized positions.

 

48400 PUBLIC WORKS-UTILITIES

 

Action:                      Delete: One position of N010S, Public Works Technician Series

                                          Biweekly Salary: $2,871.20 - $4,208.80

 

Add: One position of N045S, Engineer Series

                                          Biweekly Salary: $3,307.20 - $6,385.60

 

Explanation: This is the deletion of one vacant Public Works Technician position and addition of one Engineer Series position to support increasing permit review cases resulting from new State and local regulations. This action represents an approximate monthly salary and benefits cost of $7,216. There is no change in the total number of authorized positions.

 

55500 PUBLIC HEALTH, POLICY AND PLANNING

 

Action A:                      Delete: One position of F009S, Patient Care Series

                                          Biweekly Salary: $5,753.60 - $6,799.20

 

Add: One position of F040, Public Health Nurse

                                          Biweekly Salary: $5,879.20 - $6,948.00

 

Explanation: This is the deletion of one vacant Patient Care Series (Ambulatory Care Nurse) position and addition of one Public Health Nurse position to provide nursing work in the Mobile Clinics. This action represents an approximate monthly salary and benefits cost of $493. There is no change in the total number of authorized positions.

 

Action B:                      Delete: One position of J047, Communicable Disease Investigator

                                          Biweekly Salary: $3,174.40 - $3,966.40

 

Add: One position of E056, Communication Specialist

                                          Biweekly Salary: $4,294.40 - $5,368.00

 

Explanation: This is the deletion of one vacant Communicable Disease Investigator position and addition of one Communication Specialist position to further enhance department’s communication strategies both internal and community messaging. This action represents an approximate monthly salary and benefits cost of $4,646. There is no change in the total number of authorized positions.

 

70000 HUMAN SERVICES AGENCY

 

Action:                      Add: Two positions of G067, Investigative Analyst

                                          Biweekly Salary: $3,142.40 - $3,927.20

 

Explanation: This is the addition of two Investigative Analyst positions assigned to the department’s Special Investigations Unit to handle the increased backlog in case processing and ensure compliance with State and Federal referral timelines. This action represents an approximate monthly salary and benefits cost of $26,037. There is no change in the total number of authorized positions.

 

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the changes reflected in this amendment, specifically the adjustment to the salary of the Airports Manager that are in addition to the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $208,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one basis point, will be unchanged.

 

EQUITY IMPACT:

These amendments to the Master Salary Resolution ensure that pay for County classifications are externally and internally competitive; and that positions and vacancies are classified appropriately as to maintain pay equity and pay transparency and promote the goals of diverse and inclusive hiring consistent with the Human Resources Department’s mission and values.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $88,139 or an annual cost estimate of $1,057,671.
