Adopt a resolution authorizing the execution of an agreement with the City of San Mateo to provide law enforcement support services to the San Mateo County Sheriff’s Office Gang Intelligence Unit (GIU), for a term beginning November 1, 2025 through June 30, 2028, in an amount not to exceed $320,000.

BACKGROUND:
The San Mateo County Sheriff’s Office Gang Intelligence Unit (GIU) was established in 2005 by mutual agreement between the membership of the San Mateo County Police Chiefs and Sheriffs’ Association. The GIU takes a proactive approach to the increased presence of gang activity and related violence in San Mateo County through intelligence driven enforcement operations to improve the safety and quality of life in our community. The GIU is comprised of personnel from various law enforcement agencies within the County, the Probation Department, and the District Attorney’s Office, and utilizes state and federal resources as well.
In 2006, the Board of Supervisors (Resolution No. 068401) granted the Sheriff authority to execute participation agreements with other law enforcement agencies that are involved in the GIU. As such, the Sheriff’s Office and San Mateo Police Department seek to continue collaborative law enforcement functions related to the detection, apprehension and prosecution of gang related criminal activity impacting San Mateo County.
DISCUSSION:
To further promote the GIU’s mission, the City of San Mateo (City) will temporarily assign one full-time Sergeant to assist the GIU with investigating and suppressing criminal activity involving gangs. City’s assigned Sergeant will remain an employee solely of the City and City understands that the work performed by its Sergeant are performed as an independent contractor and not as an employee of the County of San Mateo and that neither City nor its employees acquire any of the rights, privileges, powers, or advantages of County employees.
The resolution and agreement have been reviewed and approved as to form by the County Attorney.

FISCAL IMPACT:
The term of this agreement is from November 1, 2025 through June 30, 2028, for an amount not to exceed $320,000. Funding for this agreement has been appropriated in the San Mateo County Sheriff’s Office FY25-26 Adopted Budget.
