BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to One Step Beyond, Inc. (OSBI), and resulting grant agreement, in an amount not to exceed $25,000 to expand their free inclusive performing and visual arts programming serving individuals with developmental disabilities in San Mateo County. The County Executive’s Office will administer and manage the proposed agreement.
District 4 indicates that this organization has not previously received Measure K district-discretionary funding.
One Step Beyond, Inc. (OSBI) is a nonprofit organization that empowers individuals with intellectual and developmental disabilities to achieve their goals and actively participate in their communities. Founded in 2001 and expanded to California in 2016, OSBI provides free person-centered programming in independent living skills, health and wellness, socialization, and the arts, fostering creativity, self-confidence, and community inclusion.
This district-discretionary grant will be used to fund the following projects or services:
This Measure K grant will support partner arts organization fees, enabling OSBI to collaborate with regional arts organizations that specialize in inclusive, culturally responsive programming. These partnerships will provide professionally facilitated workshops in performing and visual arts, including theater, music, movement, storytelling, and visual art creation.
This district-discretionary grant will be used to support up to $25,000 of the Partner Arts Organization fees, which total $30,000 for a six-week period for up to 24 participants.
Through these partnerships the organization will address an unmet service gap within the County. Participants will engage in structured, small group workshops designed to support a wide range of abilities and communication styles. Activities may include improvisational storytelling, group songwriting, rhythm-based expression, collaborative visual art projects, and introductory theatre experiences. These opportunities foster creativity, self-expression, social connection, increased community participation, and expanding equitable access to the arts while promoting belonging and visibility.
District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to identify additional funding sources moving forward.
The grantee organization will use the Measure K grant as follows:
• Partner Arts Organization Fees ($25,000): Funding will support bringing in regional arts partners to provide inclusive, professionally facilitated performing and visual arts programming.
The project or services funded by this district-discretionary grant will be implemented or provided from June 1, 2026, through December 31, 2027.
Total Measure K Request: Not to Exceed $25,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
Funding for this project supports equity, inclusion, and community wellbeing in San Mateo County by expanding access to creative and cultural opportunities for individuals with developmental disabilities. The program enhances self-expression, social interaction, and confidence while strengthening an inclusive local arts ecosystem.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
