Measure K: Adopt a resolution authorizing agreements with the following community-based organizations (CBOs) to provide education and outreach campaigns to increase awareness of County resources, services, and initiatives to San Mateo County residents, for the term of July 1, 2026 through June 30, 2027, in an aggregate total amount not to exceed $255,000:

 

A)                     Puente de la Costa Sur, in an amount not to exceed $30,000; and

 

B)                     Daly City Peninsula Partnership Collaborative, in an amount not to exceed $30,000; and

 

C)                     El Concilio of San Mateo County, in an amount not to exceed $30,000; and

 

D)                     Anamatangi Polynesian Voices, in an amount not to exceed $30,000; and

 

E)                     Nuestra Casa de East Palo Alto, in an amount not to exceed $30,000; and

 

F)                     Society of Heart’s Delight, in an amount not to exceed $30,000; and

 

G)                     Pacific Islander Community Partnership, in an amount not to exceed $30,000; and

 

H)                     Casa Circulo Cultural, in an amount not to exceed $25,000; and

 

I)                     Youth Community Service, in an amount not to exceed $20,000.

BACKGROUND:

The County of San Mateo is committed to engaging hard-to-reach communities and ensuring they can access vital County programs and services. Many residents face significant challenges, including language barriers and limited access to technology, which prevent them from connecting with available resources. To address these gaps, the County collaborates with local trusted community partners who can help residents overcome these barriers and can effectively connect them to County resources, services, and initiatives.

 

DISCUSSION:

Through major events, such as the Census 2020 and COVID-19, the Office of Community Affairs (OCA) found significant value in working with community-based organizations through the ‘Trusted Messenger’ model. These community-based organizations have well-established networks, which help OCA reach, educate, and inform underserved communities throughout the County. OCA issued a Request for Proposals (RFP) to ensure qualified community-based organizations could support OCA with outreach efforts to connect residents to resources, services, and initiatives throughout the County in a fair and equitable manner.

 

Fifteen (15) submissions were received in response to the RFP. Nine (9) community- based organizations: Casa Circulo Cultural, Society of Heart’s Delight, Puente de la Costa Sur, Daly City Peninsula Partnership Collaborative, El Concilio of San Mateo County, Anamatangi Polynesian Voices, Nuestra Casa de East Palo Alto, Pacific Islander Community Partnership and Youth Community Service are recommended to move forward with issuing agreements. These partnerships are critical to OCA and the County overall given the County’s significant population and diversity.

 

Each proposed agreement is for a one-year term from July 1, 2026, through June 30, 2027. Each agreement with Puente de la Costa Sur, Daly City Peninsula Partnership Collaborative, El Concilio of San Mateo County, Anamatangi Polynesian Voices, Nuestra Casa de East Palo Alto, Society of Heart’s Delight, and Pacific Islander Community Partnership is in an amount not to exceed $30,000. The Casa Circulo Cultural agreement is in an amount not to exceed $25,000 and Youth Community Service is in an amount not to exceed $20,000, for a total not to exceed amount of $255,000.

 

The County Attorney’s Office has reviewed the agreements and resolution as to form.

 

COMMUNITY IMPACT:

Connecting with underrepresented and hard-to-reach communities remains a challenge for the County. Through these community-based partnerships OCA is establishing trusted messengers that are already well connected with underserved communities and that can help share the County’s messages in a culturally humble and linguistically appropriate manner. It is critical that all residents know how to access County resources and information in the event of a natural disaster, inclement weather, mass violence or other critical incident. Staff do not expect any negative impact from approving these agreements.

 

FISCAL IMPACT:

Together, the nine new agreements will be funded through $255,000 in Measure K Reserves. Appropriation for these agreements will be included in Non-Departmental Services FY 2026-27 Adopted Budget.
