BACKGROUND:

On February 13, 2018, this Board adopted Resolution No. 075694 approving the annexation of the Lands of Margiotta (220 Laning Drive, APN 073-021-010) to the Fair Oaks Sewer Maintenance District (District).

 

DISCUSSION:

This Board is authorized to accept new sanitary sewer facilities constructed by private developers for operation and maintenance by said District.

 

The Margiottas paid the costs associated with the engineering and construction of approximately 256 linear feet of sewer main on Laning Drive within the District. The work was completed, inspected, and approved by the District. The Margiottas have executed an Offer of Dedication of Sanitary Sewer Main Extension to the District for the ownership, operation, and maintenance of the sewer facilities, which can reasonably be expected to serve additional properties that convert from on-site (septic) wastewater systems to the public sewer system, provided that the properties have been annexed to the District.

 

The District and Town of Woodside agreed that once constructed to District standards, the District would accept the sewer main on Laning Drive for ownership, operation, and maintenance.

 

The County Attorney has reviewed and approved the resolution and Offer of Dedication of Sanitary Sewer Main Extension as to form.

 

COMMUNITY IMPACT:

This Board accepting the Offer of Dedication will result in the District providing sewage transport to parcels in a suburban area that have, or that may, in the future, have failing on-site (septic) wastewater systems which could impact neighboring properties and the environment.

 

FISCAL IMPACT:

The cost of operation and maintenance of the facilities being offered for dedication will be a District expense and will be funded through the annual sewer service charges levied on properties receiving sewer service from the District. Currently the sewer service charge is $1,135 per year per residential unit equivalent.

 

The District will collect a connection fee for any new sewer connections along the sewer main installed by the Margiottas. The fee is indexed annually to the construction cost index. This fee will be in addition to the annual sewer service charges for property owners connected to the sewer facilities.

 

There is no impact on the General Fund.
