BACKGROUND:
On June 24, 2025, the County entered into an agreement with Carahsoft Technology Corporation for the purpose of purchasing Salesforce.com products and services for the development, implementation and maintenance of the Assessment Appeals Board’s Electronic Application System for the term July 1, 2025, through June 30, 2027, in an amount not to exceed $209,156.26 (the “Agreement”).
The County has previously amended the Agreement two times to include additional services which, in the aggregate, have increased the County’s fiscal obligation by $2,907.77 for a current not-to-exceed amount of $212,064.03.
The County now wishes to amend the agreement a third time to add the required number of Community Plus and Lightening Plus Licenses for internal County staff use, increasing the County’s maximum fiscal obligation by $106,557.60, for a new total amount not to exceed $318,621.63.
DISCUSSION:
Carahsoft Technology Corporation is the authorized entity to contract and provide Salesforce.com, Inc.’s products and services. These services are required for users to access the new Assessment Appeals Board Electronic Application System, which is scheduled to go live on June 1, 2026.
In preparation for go live, it was discovered that, per the Salesforce terms of service, Salesforce.com requires a unique license for each user within the County. As a result, additional licenses must be purchased in order for the Assessment Appeals Board’s Electronic Application System to function as intended.
The County Attorney’s Office has reviewed and approved the resolution and amendment as to form.
The Technology Services Department has reviewed and approved the proposed Agreement with respect to its compliance with established County information technology (IT) standards.
COMMUNITY IMPACT:
The implementation of a new electronic system for the Assessment Appeals Board is designed to streamline the appeal application and payment process, making it easier and more efficient for taxpayers to engage with the assessment appeals system. Approving the third amendment to the Agreement will allow County staff to access the Assessment Appeals Portal to effectively and efficiently complete required tasks during the appeal process.
FISCAL IMPACT:
The amendment increases the amount payable under the Agreement by $106,557.60, for a new total amount not to exceed $318,621.63. Funding will come from the County Executive’s Office Non-Departmental Services and is included in the FY 2025-26 Adopted Budget and will be included in subsequent budgets.
