BACKGROUND:

On October 18, 2022, by Resolution No. 079259, the County entered into an agreement (the “Agreement”) with Pivotal Connections for a total obligation amount not to exceed $800,010, for the term of October 1, 2022 through September 30, 2025 to provide employment and educational support services for current and former foster youth/young adults.

 

On November 3, 2023, the County Executive’s Office (CEO) released a notice of Funding Opportunity (NOFO) for 2024 Measure K funds to support services in San Mateo County that target three priority areas: housing and homelessness, emergency preparedness, and children, families, and seniors. On January 4, 2024, Pivotal Connections submitted a proposal in response to the NOFO requesting funding to support staff costs for the High School Coaching Program in San Mateo County. Following an evaluation process conducted by the County, Pivotal was recommended to be awarded Measure K funds in the amount of $365,963.

 

DISCUSSION:

The Human Services Agency (HSA) is requesting to amend the Agreement with Pivotal Connections to extend the term by 9 months, for a new term of October 1, 2022 through June 30, 2026, and to increase Measure K funding by $365,963 for a new total obligation amount not to exceed $1,165,973. Pivotal will continue to provide comprehensive education support services to San Mateo County foster youth to ensure their graduation from high school, college matriculation and graduation (or vocational training) and, ultimately, stable employment with earned income, one of the hallmarks of a successful transition into adulthood. It is anticipated that Pivotal will serve, and shall continue to serve, 25 youth annually.

 

The Agreement and Resolution have been reviewed and approved by the County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:

The partnership between HSA and Pivotal Connections aims to enhance educational and employment outcomes for foster youth in San Mateo County by providing tailored support services for high school students. Through coaching, college preparation, and family engagement, the program addresses the unique challenges foster youth face, such as instability and lack of consistent support. By focusing on high school graduation, college or vocational training enrollment, and stable employment, the initiative ensures foster youth have access to the resource and opportunities needed for long-term success and sustainable independence.

 

FISCAL IMPACT:

The term of the agreement is October 1, 2022 through June 30, 2026. The amount of the agreement is not to exceed $1,165,973. The total obligation of this agreement is anticipated to be funded 100% through Child Welfare Services Measure K funding. Funds for these services will be included in the FY 2025-26 Recommended Budget.
