BACKGROUND:

In July 2022, the California Department of Housing and Community Development (HCD) approved an initial grant totaling $4,735,791 to build a new community center/building for the 95-unit Shores Landing Permanent Supportive Housing (PSH) community. The Shores Landing community was a conversion from a Marriott all-suite hotel, which had units move-in-ready, but had little community and meeting space.  The funds requested through the CDBG-CV grant were to build a 965 sf, stand-alone community building, upgrade meeting space for the services staff, and paint the facade and enhance the landscape, creating more outdoor space for residents (“Project”). 

  

In January 2025, HCD approved a request to increase the funding available to $7,091,368 and extend the deadline for completion to June 2025.  Prior to that deadline, HCD approved a request to extend the deadline for completion to March 31, 2026. The project is now complete, and the Department of Housing is finalizing all requirements set by the HCD grant.

 

In connection with the CDBG-CV grant, the County is required to fulfill certain public participation requirements, including conducting a public meeting prior to close out of the CDBG-CV grant. The purpose of this meeting is for the County to review the results of the project with residents and to take comments about the County’s performance. 

 

DISCUSSION:

Shores Landing is a 95-unit PSH community housing ELI (Extremely Low -Income) seniors age 62+ who are either homeless or at risk of homelessness. Prior to the upgrades made available through the CDBG-CV grant, the meeting space for the community activities provided only enough space/seating for 25 percent of the residents. The office space for the case managers was inadequate and case managers often had to coordinate their schedules and share the two available offices.  

 

The Project was completed within budget and prior to the 3/31/2026 deadline. The last payment to reimburse the County for $587,000 has been approved by HCD and only requires the Project Close-Out materials to be submitted for payment to be made.

 

COMMUNITY IMPACT:

The BBQ, outdoor seating, and improved vegetation have created a natural gathering place for the seniors. Isolation can be one of the biggest challenges for mental and physical well-being. The beautification of the outdoors, welcoming office, and community spaces has increased the residents’ participation with organized activities, management and each other.  

 

FISCAL IMPACT:

The total cost of the Project was $7,091,336, which was fully funded through the CDBG-CV grant. Out of that approved funding, $228,834 was approved for General

Administration funding County employees’ time for oversight, management, and accounting. The remaining $6,862,534 was spent on renovation expenses. The last report submitted for reimbursement on March 16, 2026 to HCD totaled $587,016.  This has been approved for payment but has not been received. There is no net County cost associated with expenditure under the CDBG-CV grant.
