Adopt a resolution authorizing an agreement with Tarunpreet Bains, MD to provide Hematology and Oncology Services, for the term of August 1, 2018 through July 31, 2019, for an amount not to exceed $335,000.

BACKGROUND:
San Mateo County is responsible for providing necessary medical care to its medically indigent population. This includes services for oncology disorders and the management and supervision of those services. The County’s need for these services is increasing due to the aging of its patient population.
DISCUSSION:
Dr. Bains will perform up to six half-day clinics per week to provide inpatient hematology and oncology consults. In addition, Dr. Bains will provide call coverage 15 days per month.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing San Mateo County residents with access to hematology and oncology services. It is anticipated that there will be a 20% reduction in outside referrals for Hematology/Oncology.

FISCAL IMPACT:
The term of the agreement is August 1, 2018 through July 31, 2019. The amount of the agreement is not to exceed $335,000 for the one year term. Funds in the amount of $307,000 are included in the SMMC FY 2018-19 Recommended Budget. Funds in the amount of $28,000 will be included in the SMMC FY 2019-20 Recommended Budget.
The payment provisions for this contract have increased 4% compared to the previous contract due to an increase in median rates as per the 2017 Medical Group Management Association provider compensation and production report, used by SMMC to benchmark its physician contracts.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
