Adopt a resolution:
A) Consolidating the Statewide Direct Primary Election, to be held on Tuesday, June 5, 2018, with elections called by the Belmont-Redwood Shores School District, Brisbane School District, Cabrillo Unified School District, Jefferson Union High School District, Las Lomitas Elementary School District, Millbrae School District, Pacifica School District, Ravenswood City School District, City of Foster City, Town of Portola Valley and Bay Area Toll Authority; and
B) Authorizing the County’s Chief Elections Officer to render specified election services in conjunction therewith.

BACKGROUND:
Pursuant to Section 10002 of the Elections Code, the governing body of any city or district may request the Board of Supervisors to permit the County’s Chief Elections Officer to render specified services to the city or district relating to the conduct of an election. The Bay Area Toll Authority may request such services pursuant to Section 30923 of the Streets & Highways Code. Subject to the approval of the Board of Supervisors, these services shall be performed by the County’s Chief Elections Officer. When elections are to be held on the same day and in or within the same territory upon the order of the governing body or bodies calling the election, the Board of Supervisors may consolidate those elections to be conducted and the returns canvassed by the County’s Chief Elections Officer in all respects as if they were one election pursuant to Sections 10400 through 10418 of the Elections Code.
The respective governing bodies of Belmont-Redwood Shores School District, Brisbane School District, Cabrillo Unified School District, Jefferson Union High School District, Las Lomitas Elementary School District, Millbrae School District, Pacifica School District, Ravenswood City School District, City of Foster City, Town of Portola Valley and Bay Area Toll Authority have requested that their elections be consolidated with the Statewide Direct Primary Election to be held on Tuesday, June 5, 2018.
DISCUSSION:
The consolidation requests of the above-mentioned governing bodies are proper, the County’s Chief Elections Officer is agreeable to providing the specified election services as requested, and all related costs will be reimbursed by the requesting cities and districts to the extent authorized by law.
County Counsel has reviewed and approved the Resolution as to form.
Approval of this Resolution contributes to the Shared Vision 2025 of a Collaborative Community. The measures offered by the municipalities and districts afford the voters the decision to determine important questions relating to the level of funding for their communities and schools.

The numbers used in the performance measures in FY 2014 are from the Statewide Direct Primary Election held on June 3, 2014. Turnout for the June 5, 2018 Statewide Direct Primary Election is anticipated to be more than June 2014 Election due to the fact that it will be an All-Mailed/Vote Center election and that the sitting Governor is termed out.
FISCAL IMPACT:
All costs for election services incurred by the County will be reimbursed by the above-mentioned cities and districts to the extent authorized by law.
