BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2023-24 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 1 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 1 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 1 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to City of San Bruno, and resulting grant agreement, in an amount not to exceed $150,000, to provide funding toward construction of a new Centennial Plaza, located at the intersection of Jenevein Avenue and San Mateo Avenue, which serves as a gateway to downtown San Bruno. The County Executive’s Office will administer and manage the proposed agreement.
The plaza is currently closed to the public because it has subsurface footings from a prior structure that have not been removed or mitigated. Design and construction documents have been completed for a new Centennial Plaza, which will be an inviting gateway to downtown San Bruno and represent a first step in bringing the City’s downtown streetscape improvement plan to fruition. This project will include removing the subsurface footings, making the space safe for public use. The completed project will improve the space for residents by including a stage for public performances, new furniture, a children’s play area and improved lighting which will enhance evening uses.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• The City of San Bruno received $150,000 of Measure K funds in 2019 for completion of the Tom Lara Grandstand Rehabilitation project.
• The City of San Bruno received $200,000 of Measure K funds in 2022 for renovation of the Posy Park plaza project.
This district-discretionary grant will be used to fund the following project or services:
This Measure K district-discretionary grant of $150,000 will substantially pay for a stage and stage trellis at the new plaza. The cost of the stage and the stage trellis is estimated at $157,500. The stage and trellis will be the focal points of the project, both aesthetically and practically. Without these elements, the project will be diminished in terms of the look of the space and in terms of the ability to provide the community a space for public performances.
The total cost of the Centennial Plaza Improvements Project is $1,582,955, of which $195,227 has been expended for design services and engineering review. Remaining expenditures include construction and project management.
This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: Downtown San Bruno currently does not have a space to accommodate outdoor activities, gatherings or performances. The new Centennial Plaza will create an inviting open plaza space for community gatherings, a play area for children and a stage for public performances.
District 1 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented or provided during April - December 2024 and is estimated to be completed December 1, 2024.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
