Measure K: Adopt a resolution authorizing agreements with the following school districts for the purpose of operating The Big Lift Inspiring Summers Program to reduce learning loss during the summer months, and authorizing the County Executive, or designee, acting in consultation with the County Attorney’s Office, to negotiate and enter into the agreements:

 

A)                     Cabrillo Unified School District for the term May 1, 2023 through December 31, 2023 in an amount not to exceed $134,285; and

 

B)                     La Honda-Pescadero Unified School District for the term May 1, 2023 through December 31, 2023 in an amount not to exceed $91,055; and

 

C)                     San Bruno Park Unified School District for the term May 1, 2023 through December 31, 2023 in an amount not to exceed $116,948; and

 

D)                     Jefferson Elementary School District for the term May 1, 2023 through December 31, 2023 in an amount not to exceed $272,998; and

 

E)                     Redwood City School District for the term May 1, 2023 through December 31, 2023 in an amount not to exceed $110,598; and

 

F)                     South San Francisco Unified School District for the term May 1, 2023 through December 31, 2023 in an amount not to exceed $368,047.

BACKGROUND:

In 2012, the Peninsula Partnership Leadership Council (PPLC) - a coalition of government, education, nonprofit, foundation, and business leaders in San Mateo County - launched “The Big Lift” to significantly improve children’s third grade reading proficiency through strategic, thoughtful, evidence-based investments in early learning and education.  The Big Lift is a collective impact collaborative led by three agencies - San Mateo County Office of Education (COE), Silicon Valley Community Foundation (SVCF), and the County of San Mateo (County).

 

DISCUSSION:

The Big Lift Inspiring Summers (BLIS) program, headed by the San Mateo County Libraries and provided by six school districts, focuses on engaging participating children in inspiring learning experiences with the goal of maintaining and/or improving academic and developmental gains and reading proficiency over the summer.  Approval of the attached resolution will authorize agreements with the six school districts to provide the BLIS program during the summer of 2023 (from approximately June through August). A Memorandum of Understanding between the County and the San Mateo County Libraries for the Libraries’ component of BLIS was approved by the Board on June 13, 2023.  In addition, separate agreements with the school districts and preschool programs for The Big Lift programming for the 2023-24 school year (covering the school year programs, distinct from the summer programs) will be brought to this Board for approval at a future date. 

 

EQUITY STATEMENT:

The Big Lift is a collective initiative where school districts partner with nonprofit preschool programs and the community at large to work toward the long-term goal of third grade reading success.  The Big Lift strives for a diversity of income levels to be represented in the classrooms, while giving priority to low-income families, defined as households earning up to 80 percent of San Mateo County’s area medium income, using the Department of Housing and Urban Development income guidelines.

The County Attorney’s Office has reviewed and approved the resolution as to form. Staff is requesting that the Board authorize the County Executive, or designee, acting in consultation with the County Attorney’s Office, to negotiate and enter into agreements with the six school districts, for the terms and in the amounts identified in the recommendation section of this memorandum.

 

FISCAL IMPACT:

The total combined amount of the six agreements is $1,093,831, of which $976,883 is Measure K funding and the remaining $116,948 is State grant funded.  Measure K and State grant funding has been included in the County Executive’s Office FY 2023-24 Recommended Budget.  There is no Net County Cost associated with these agreements.
