Adopt a resolution authorizing:

 

A)                     The Human Services Agency (HSA) Director or designee to accept $13,137 in funds from the United States Department of Housing and Urban Development (HUD) to be used towards Homeless Management Information System (HMIS) costs, for the term of October 1, 2026 through September 30, 2027; and

 

B)                     The HSA Director or designee to accept $91,718 in funds from HUD to be used towards HMIS costs, for the term of December 1, 2026 through November 30, 2027; and

 

C)                     The HSA Director or designee to accept any additional and future grant funds awarded by HUD during the grant period of October 1, 2026 through December 31, 2029 to be used towards costs associated with the administration of HMIS or the provision of services that are compliant with the terms and conditions of grant funding; and execute, in consultation with the County Attorney, any grant agreements, amendments to grant agreements, and other documents necessary to accept said grant funds from HUD.

BACKGROUND:

The Human Services Agency (HSA) coordinates homeless services and works with community partners to provide homeless prevention services and homeless services in San Mateo County. HSA has been designated by United States Department of Housing and Urban Development (HUD) as the Continuum of Care (CoC) Lead Agency for San Mateo County.

 

HUD mandates each CoC agency provide a Homeless Management Information System (HMIS) that complies with HUD’s data collection and reporting standards. HMIS is a local information technology system used to collect client data that includes provisions of housing and services to people experiencing homelessness.

 

HSA is the HMIS Lead Agency for San Mateo County. HSA has recurring costs associated with the administration of HMIS that include system licenses and maintenance.

 

DISCUSSION:

Community partners use HMIS to collect information from projects serving homeless families and individuals so that they can analyze the needs of this population and establish funding priorities.

 

With the Board’s approval, the Director of HSA will accept and use the CoC HMIS grant funds recently awarded from HUD for costs associated with the administration of HMIS such as system licenses and maintenance costs. Additionally, the Director of HSA will accept and use any future grant funds that may be issued by HUD for grants received during the time period of October 1, 2027, through December 31, 2029, towards administration costs associated with HMIS and/or for the provisions of services that are compliant with grant funding terms and conditions.

 

The County Attorney has reviewed and approved the resolution as to form.

 

COMMUNITY IMPACT:

The acceptance and use of HUD HMIS funds positively impacts the community. HUD HMIS funds are used to maintain the required HMIS for San Mateo County. The HMIS enables the County and the CoC to track services provided to unhoused and formerly unhoused residents and to make referrals for homeless services, thereby providing support to vulnerable community members.

 

FISCAL IMPACT:

The amount of the upcoming HMIS grants awarded total $104,855 for the Continuum of Care Homeless Management Information System Projects for a period of twelve (12) months.  Budgetary appropriation will be included in the FY 2026-27 Recommended Budget and in future respective Recommended Budgets. This is a revenue agreement and there is no Net County Cost associated with the agreement.
