Adopt a resolution:
A) Waiving the Request for Proposals (RFP) process and authorizing an agreement with Versaterm Public Safety Inc., for Computer-Aided Dispatch System and Mobile Client Software licenses for the term of July 1, 2024 through June 30, 2025, with two, one-year options to extend to June 30, 2027, in an amount not to exceed $1,171,065.94; and
B) Authorizing the Director of Public Safety Communications or designee to execute contract amendments and minor modifications not to exceed $25,000 (in aggregate).

BACKGROUND:
In 2015, Public Safety Communications initiated the Computer-Aided Dispatch System, or CAD, replacement project which resulted in the purchase of the Versaterm Public Safety Inc. CAD system, which went live in January of 2020 and had its final acceptance as of July of 2021.
Since the purchase and installation of the Versaterm CAD system is now complete, and both Versaterm and the County both wish to continue with licensing, maintenance and support of the system, this new agreement will replace the procurement and support (Master Agreement) authorized by Resolution 076262 on November 6, 2018 and subsequent amendments.
DISCUSSION:
This agreement continues the ongoing necessary licensing, service and support by Versaterm Public Safety Inc. of the vCAD and vMDT system and applications, as well as numerous interfaces connecting the CAD to client applications as requested or required by the County’s public safety partners: Fire Service Agencies, Emergency Medical Services and Law Enforcement.
The agreement has been reviewed and approved by the County Attorney.

FISCAL IMPACT:
The term of this agreement is July 1, 2024 through June 30, 2025 with two, one-year, options to extend, through June 30 of 2027. The initial year’s support fee is $364,262.01 with escalation capped at seven percent per year for each extension option for a total not-to-exceed amount of $1,171,065.94 should all options be exercised. There is sufficient funding in the FY 2024-25 Public Safety Communications Recommended Budget with no additional Net County Cost.
