BACKGROUND:

In December 2023, San Mateo County’s County Executive’s Office issued a Notice of Funding Opportunity for 2024 Measure K Funds seeking for providers of technical assistance for homeless programs, Continuum of Care, and governance consulting to support systems change and the effort to end homelessness in San Mateo County. 

 

In March 2024, the Board of Supervisors selected Homebase to provide training and technical assistance to homeless service providers.

 

On June 25, 2024, this Board entered into an Agreement with Homebase for the purpose of providing training and technical assistance to homeless system partners and providers in the amount of $360,000 for the term of July 1, 2024, through June 30, 2027 using Measure K.

 

In order to provide additional trainings and support to homeless service programs, the Human Services Agency (HSA) is utilizing grant funding to add capacity to this contract for Homebase to develop and deliver additional trainings during Fiscal Year 2025-26. The additional trainings will cover topics identified by key stakeholders as topics that will enhance the delivery of homeless services.

 

DISCUSSION:

Homebase is a non-profit and public policy law firm dedicated to building community capacity to end homelessness and reduce poverty.  Homebase will utilize information from HSA, homeless service providers, and their expertise on homeless service design, implementation, and compliance to develop and deliver these additional trainings, as well as the ongoing technical assistance support.   

 

The Human Services Agency (HSA) is requesting approval of this contract amendment to add $60,000 for a revised contract amount not to exceed $420,000 with the term remaining July 1, 2024, through June 30, 2027.

 

With the additional funding, Homebase will provide 7 additional trainings for homeless system partners and providers in Fiscal Year 2025-26.

 

The Agreement and Resolution have been reviewed and approved by the County Attorney as to form. 

 

The Resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in the aggregate).

COMMUNITY IMPACT:

The additional $60,000 for Fiscal Year 2025-26 will allow HSA to continue to provide training and technical assistance services to homeless and safety net community providers to enhance community knowledge and to align programs to guiding principles and outcomes for the homeless system. Training will focus on areas such as racial equity, partnering with people with lived experience, housing-focused case management and Housing First. Technical assistance services will focus on each provider’s strengths and potential areas for growth around key components of the strategic plan.

 

FISCAL IMPACT:

The term of this Agreement is from July 1, 2024, through June 30, 2027. The total amount of the amendment is not to exceed $60,000. Funding for this amendment will be covered by Homeless Housing, Assistance and Prevention (HHAP) grant. Budgetary appropriation for this agreement is included in the FY 2025-26 Recommended Budget and all subsequent budgets that are affected by this Agreement.
