Subject: Purchase and Sale Agreement for the Acquisition of 3335 Spring Street, Unincorporated San Mateo County.

Adopt a resolution:
A) Declaring the Board of Supervisors’ intent to purchase the real property described as 3335 Spring Street, Unincorporated County of San Mateo, identified as San Mateo County Assessor’s Parcel Number 055-101-160 (“Property”), for a total purchase price of $2,000,000; and
B) Authorizing the President of the Board of Supervisors to execute a Real Estate Purchase and Sale Agreement and Escrow Instructions (“Agreement”), with the owners of the Property, Yue Weng and Sui Wang (“Seller”), for the County’s acquisition of the Property; and
C) Authorizing the County Executive or their designee to execute the Certificate of Acceptance upon satisfaction of certain conditions in escrow, to be recorded with the grant deed transferring title to the property to the County, as well as any and all notices, escrow instructions, and documents required to facilitate the purposes of the Agreement.

BACKGROUND:
The Property is a 2,400 square foot single family home located within an approximate 7,096 square foot parcel, located at 3335 Spring Street, Redwood City (unincorporated San Mateo County).
Since the early 1990’s the County of San Mateo has contracted with StarVista, a public benefit corporation, to provide youth services programs. Recent changes to StarVista’s programming has necessitated the relocation of one such program: San Mateo County’s Housing Youth Services Program (“Program”), providing transitional housing and support services to local youth who are transitioning from foster care to independent living. The Program provides transitional housing, independent living skills training, mental health support and education with job development support to former foster and probationary youth aged 16 to 21 who are at risk of homelessness. The current Program Site, 639 Douglas Ave, Redwood City, has closed operations effective July 31, 2025, which resulted in the temporary disruption of the County’s vital youth support program. These developments have necessitated the identification of a new site for the Program to be housed.
DISCUSSION:
The County has determined the Property is an appropriate facility and location for the continued operation of the Program and desires to purchase the Property at a price reasonably aligned with its fair market value. The Human Services Agency will be opening a Request for Proposal to identify a new service provider.
The Seller has executed a Real Estate Purchase and Sale Agreement and Escrow Instructions (“Agreement”), proposed by the County Executive for the purchase price of $2,000,000. The Agreement provides that, upon completion of the County’s investigation of the Property (“Due Diligence Period”) and satisfaction of all conditions, the transaction close would occur on or before September 30th, 2025.
In accordance with the 2019 San Mateo County Sea Level Rise Policy for County Assets which requires evaluation of sea level rise risk at least 50 years beyond the date of asset acquisition, this Property has been evaluated and completed screening requires no further action.
Notices pursuant to California Government Code section 25350 of the intention of the Board of Supervisors to make this purchase were published in compliance with Government Code section 6063, including a description of the property to be purchased, the price, the vendor, a statement of the time the Board would meet to adopt this Resolution and consummate the purchase, and an invitation to interested persons to attend and be heard on the subject.
Pursuant to Government Code Section 65402, the County’s Planning Division has been notified of the proposed purchase of the Property and has been requested to issue its findings pertaining to conformity with the County’s General Plan.
The County Attorney’s Office has reviewed and approved the Agreement and resolution as to form.
COMMUNITY IMPACT:
The County is dedicated to providing access to critical services for vulnerable individuals, by acquiring and leasing real property to ensure all residents can access services in the locations and facilities best suited to their specific purposes. This acquisition will further the County’s ability to ensure that critical services for residents can continue to be met.
FISCAL IMPACT:
The purchase price including closing costs has been appropriated within the FY 2025-2026 budget and will be paid with General Fund.
