BACKGROUND:

The Project Development Unit (PDU) regularly maintains a variety of on-call service agreements to support ground up and other construction projects. Environmental consultants provide professional engineering services that may include reports and coordination with applicable code enforcing and environmental agencies, site analysis, coordination with applicable local, state, and federal jurisdictions, and regulatory permit acquisition for a variety of public works projects managed by the County.

 

DISCUSSION:

On April 10, 2025, the PDU released a Request for Proposal (RFP) for On-Call Environmental Consulting Services. On April 30, 2025, seven responses were submitted in response to the RFP. An internal evaluation committee consisting of personnel from Planning and Building, Department of Public Works, and a PDU Project Manager evaluated the responses and selected three firms. Of the three selected firms, two firms are being recommended at this time for award of contracts with the County.

 

Contract negotiations are continuing with the third firm. If the County and the third firm reach a mutual agreement, staff will return to the Board with a recommendation to award a third contract for consideration.

 

The resolution contains standard provisions allowing the modification of terms and conditions of the agreement and an increase to the maximum fiscal obligation for geotechnical engineering services by $25,000, in aggregate, for each agreement.

 

County Attorney has reviewed and approved the resolution as to form.

 

The summary of the proposals received is attached as “Exhibit A”

FISCAL IMPACT:

Agreement costs will be funded by the individually allocated capital projects budgets for fiscal years 2025-2028.
