BACKGROUND:
This Board has adopted similar resolutions regarding parking restrictions.
Section 22507, et seq., of the California Vehicle Code and Section 7.30.010, of the San Mateo County Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.
DISCUSSION:
The Coastside Fire Protection District (Coastside Fire) seeks to restrict parking along Obispo Road at Coronado Street adjacent to their Fire Station #41. The parking restriction would improve the clearance for emergency vehicles on Obispo Road to access Highway 1.
The Department of Public Works (Department) conducted a field investigation and determined that vehicles can block or restrict access for emergency vehicles when parked on the east side of Obispo Road between the Fire Station #41’s southern-most driveway and Coronado Street. The Department recommends a “No Parking” zone on the east side of Obispo Road as shown on Exhibit A to provide adequate clearance for emergency vehicles including those accessing Highway 1. The Department notified 53 property owners within 300 feet of the proposed parking restriction of the date and time of the Board meeting to consider this item.
During the Department’s field investigation, staff observed approximately 270 feet of existing red curb along Obispo Road between Fire Station #41’s two driveways. Based on the Department’s records, this red curb was not previously established per resolution. The Department has determined that the existing red curb is warranted due to the 11 foot wide travel lane between the curb and the Obispo Road centerline, which does not provide adequate width for parking. Parked vehicles along this segment of Obispo Road between Fire Station #41’s driveways would block and restrict access for emergency vehicles. Establishing a “No Parking” zone by resolution in this area is warranted and is shown on Exhibit A.
The location of parking zones and other traffic restrictions on County-maintained streets are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.
County Attorney has reviewed and approved the Resolution as to form.
EQUITY IMPACT:
This proposed parking restriction will directly enhance the accessibility for Coastside Fire, including their access to Highway 1 for emergency vehicles, improving emergency services for the general public. While this proposed parking restriction would result in the removal of approximately two (2) parking spaces, parking is available on the west side of Obispo Road and there is parking provided on site. Property owners that may be impacted by the loss of parking have been notified.
FISCAL IMPACT:
The staff costs for evaluating and processing requests for traffic regulations is paid for by the Road Fund as part of the administrative cost associated with evaluating traffic-related requests on the County maintained road system. The cost of purchasing and painting parking zone markings varies and averages approximately $600 per parking zone designation, which is paid for by the Road Fund.
There is no impact to the General Fund.
